Military Financial and Economic Institute- an educational institution that existed under different names in the years 1938-2010. In 1938-1941 and 1957-2010 it was located in Yaroslavl. Since 1974 it has been a higher education institution. By order of the Minister of Defense of the Russian Federation No. 993 of July 20, 2010 and the General Staff Directive No. 314/10/2697 of July 23, 2010, the Institute was disbanded on October 1, 2010. The remaining cadets completed their education at the Moscow Military University.

The Institute trained officers of the financial and economic profile for the Ministry of Defense of the Russian Federation (Ministry of Defense of Russia) and other federal executive bodies in which the legislation of the Russian Federation - Russia provides for military service, the Department of Field Institutions of the Central Bank of the Russian Federation (Central Bank of Russia).

The Institute trained specialists not only for the Russian troops, but also for the armies, aviation and navy of the Commonwealth countries. In particular, cadres of military financiers from Kazakhstan, Armenia, Tajikistan, Kyrgyzstan received higher education here.     February 21, 1942 the transformation of the Military Financial School into the Machine-gun and mortar military school. On May 13, 1942, from the disbanded Military-Financial School of the Red Army, Military-Financial Courses were organized at the Moscow Military District.     On June 15, 1944, the Central Military Financial Courses of the Red Army were reorganized into the Military Financial School of the Red Army.     In October 1948 the school was relocated to Tambov. On September 25, 1951, the school was renamed the Military Finance School of the Soviet Army. Until May 20, 1954, the school was named after the conditional field mail number 74391. On March 5, 1957, the school was renamed the "Military Financial School". On September 1, 1957, the school was transferred to a three-year period of training for cadets with the issuance of all-Union diplomas of secondary military special education.

    On September 30, 1957, the school was relocated to the city of Yaroslavl, where it was located on the territory and in the premises of the Nikolomokrinsky (Nakhimson) barracks, which thus became the military campus of the school. On August 1, 1961, the reorganization of the Military Financial School and the Military Quartermaster School (Kaliningrad) into the Yaroslavl military school of two battalions: the 1st battalion for training specialists of the quartermaster service, the 2nd battalion for training specialists of the military financial service - for military units of the Soviet Army and Navy, with subordination to the Deputy Minister of Defense of the USSR - Chief of Logistics of the Armed Forces of the USSR.

    In 1964, by a decree of the Council of Ministers of the USSR of 07/06/1964, the 566th school was named after the prominent Soviet military leader, General of the Army Andrei Vasilyevich Khrulev. On July 2, 1964, the Yaroslavl Military School was transferred to the training of specialists only for the military-financial service, with subordination to the head of the Central Financial Directorate of the USSR Ministry of Defense. The battalion of cadets trained in the quartermaster specialties, as well as the permanent composition of the quartermaster profile, technical means, educational and methodological literature were transferred to the Volsk military school of the rear. On April 22, 1970, for high performance in combat and political training, achieved in honor of the 100th anniversary of the birth of V.I.     On September 1, 1974, the school was reorganized into a higher military educational institution with a four-year training period for cadets and the establishment of the name "Yaroslavl Higher Military Financial School named after General of the Army A. V. Khrulev".     In 2010, there was no recruitment of cadets. By order of the Minister of Defense of Russia No. 993 of July 20, 2010 and General Staff Directive No. 314/10/2697 of July 23, 2010, decisions were signed to dissolve the Military Financial and Economic Institute. All cadets and material resources were transferred to Moscow as a part of the Military University as a financial and economic faculty. Most of the cadets are accommodated in Lefortovo, some in Khamovniki. The officers of the disbanded university were given a bed in Moscow, but no civilian teachers, in connection with which most of them were forced to stay in Yaroslavl and look for new jobs. The establishment is closed on October 1, 2010. The buildings of the university in the center of Yaroslavl were transferred to the Yaroslavl Higher Anti-Aircraft Missile School of Air Defense. The Pesochnoe test site was transferred to the Ivanovo Airborne Division.

    Who needs quality knowledge, then I advise everyone to go to this college! The basis here is very strong, and then there will be no problems at the university! My daughter went here to study after school, and we are all happy about that. The college itself looks good, everything you need is there. As for the teaching staff, I can say one thing that there are good teachers and not very good ones. This is, in principle, the case everywhere. The main thing is that children should be taught, given knowledge and treated normally. Of all the financial colleges, ours is the strongest! And the students graduate here as literate, like real specialists! Personally, I am very pleased with the quality of education at the Moscow Financial College !!!

    October 26, 2013 marks the 75th anniversary of the founding of the Yaroslavl Military Financial School. For seven decades, it trained officers of a financial and economic profile for the Armed Forces, internal troops of the Ministry of Internal Affairs, the Federal Security Service and other power structures of the state. In the process of reforming the Armed Forces in 2008-2012, the unique educational institution was liquidated, the officer positions of financiers-economists in the army and the navy were abolished, and further training of officers was discontinued. Financial authorities at all levels began to be staffed with civilian specialists recruited from the labor market. These transformations had a negative impact on the quality of financial security.


    The Yaroslavl Military Financial School named after General of the Army A. V. Khrulev began with two companies of cadets who in October 1938 began training in finance at the military economic school stationed in Yaroslavl. Since then, the educational institution has changed its location 11 times and was reorganized twice, followed by reinstatement in the rank of a military financial educational institution.

    Four war years

    The formation of the school as an independent structure took place on the eve and during the harsh years of the Great Patriotic War. The decision to create it in Kharkov, taking into account the aggravation of the international situation, was made at the beginning of 1941. The necessary administrative and organizational documents were prepared, but the war began, and the newly formed school headed east. In field conditions, changing places of deployment, an educational, methodological and material-technical base of training and education was created from scratch. At the same time, the training process did not stop for a single day, the volumes of training of officers-financiers were constantly increased to meet the growing needs of the Red Army. During the period 1941-1945, 3.5 thousand specialists graduated.

    Officers who graduated from the school during the war years, as a rule, were sent to combat regiments and battalions. They adequately solved the problem of providing financial support to the active army, reserve formations and military units. Having overcome the difficulties of the first months of the war, in a short time it was possible to fine-tune the mechanism for paying salaries not only to servicemen, but also to their families according to financial certificates, as well as to the wounded and sick in hospitals, partisan formations behind the front line. The timely payment of pensions and benefits to military pensioners was also ensured. More than half of the state budget passed through the military financiers during the war years, they collected 8.4 billion rubles for the defense fund, and successfully completed the government's order to include part of the servicemen's money allowances in deposits, which contributed to the stabilization of monetary circulation in the country.

    Many financial officers fought heroically in command and other military positions on various fronts, as well as in partisan detachments and formations. In 1944, 330 people were transferred to command positions from among the military financiers of the 1st Ukrainian Front, 273 of the 1st Belorussian Front, 159 of the 2nd Belorussian Front, and more than 270 of the 3rd Belorussian Front.

    Seven graduates of the school and short-term financial courses were awarded the highest distinction of the Motherland for military exploits during the Great Patriotic War - the title of Hero of the Soviet Union. Among them is the famous sniper Vasily Grigorievich Zaitsev. It belongs to him the words that became the nerve of the Battle of Stalingrad: "There is no land for us beyond the Volga!", "We have stood and will stand to the death!" In the period from November 10 to December 17, 1942, in the battles for Stalingrad, Zaitsev destroyed 225 enemy soldiers and officers, including eleven snipers.

    The head of the financial service of the Higher School of the Central Headquarters of the Partisan Movement, Aleksey Semenovich Yegorov, fought bravely in partisan detachments. He was an outstanding demolitionist, one of those who understood the meaning of "rail war" and managed to organize sabotage and subversive work in a new way. Egorov trained more than three hundred demolition miners and personally participated in sabotage operations. Subsequently, having headed a partisan brigade, he took an active part in the Slovak national uprising. Taking into account the special merits of Yegorov, the government of Czechoslovakia established a military award - the sign "Yegorov's Star". In 1944-1945, more than 17.5 thousand military financiers were awarded state military awards. And this is in conditions when, for ideological reasons, it was not very accepted to reward financiers.

    First of all an officer

    In the postwar years, the school was built in the general line of development of military and special education in the country. At first, training was carried out according to two-year programs, then - according to the programs of a secondary specialized educational institution with a training period of three years and the presentation of diplomas of the all-Union standard to graduates.

    For the first time, the school was given its own military town only in Yaroslavl, where the university was relocated from Tambov in 1957. Prior to this, separate buildings were allocated, which, as a rule, were used for official, educational and barracks purposes.

    For many decades, the historical Nikolomokrinsky military town, founded by Peter I in 1710, became the location of the financial military educational institution. By the middle of the 50s of the XX century, it became obsolete both morally and physically. It took the planned and hard work of several generations of leaders, commanders of all levels, civil servants, cadets, so that a modern, well-equipped complex appeared on the site of buildings with stove heating built over 200 years ago (more than 200 stoves!), Which fully provided the conditions for study and life. and the life of the cadets. Of course, constant assistance to the command of the school in this work was provided by the leadership of the main financial structure of the Ministry of Defense.

    From the first days of the school's formation, the command paid close attention to the physical conditioning of the cadets. During the formation of the first training companies, officers responsible for organizing and conducting training sessions in physical culture and sports events were introduced into the states. This became the key to future high achievements of cadets in physical culture and sports. During the existence of the school, four international masters of sports, more than a hundred masters of sports and about ten thousand first-class athletes have been trained. The state of physical fitness of cadets and the permanent staff of the school has always been at the highest level.

    The Pesochnoe training center played a good role in the training of officers. Starting from the entrance exams, the young organism of future officers was tempered in the field, strength and endurance, officer bearing and smartness were developed. In Pesochny, practical tasks in military disciplines were worked out: tactics, military rear, military topography, fire, combat and physical training. Graduates recall the exceptional intensity of these classes, which was surprisingly combined with the benevolence of the teachers and the ease with which they were conducted.

    Grateful descendants will always remember the organizers and first leaders of the school: Major General M.E. Mikhailov, Colonel P.S. Antonov, Colonel N.S. Smolich, Major General M.G.Shpilevsky, Lieutenant General I.E. Rasshupkin, as well as many other officers and civilian specialists, for whom the creation and development of the school was a matter of honor, and for some it was a matter of their entire life.

    The training of officers at the school was carried out in three main areas: to fill the positions of the head of the financial service - assistant commander for financial and economic work in budgetary military units, the positions of chief accountants in military construction organizations and at industrial enterprises, heads and specialists of field institutions of the State Bank of the USSR and then the Bank of Russia.

    However, the command, the teaching staff always proceeded from the fact that first of all they prepare a professional military officer, only then - a good specialist in the field of economics, finance, banking. And this approach has been maintained throughout the entire existence of the educational institution.

    Among the leading universities

    In 1974, the school was transferred to the category of higher educational institutions, training began to be carried out according to the programs of higher military special education with a four-year, and since 1995 - with a five-year period of study. More than 35 thousand officers were trained, including over two thousand graduated with honors. Taking into account the current short-term financial courses and external studies, more than 70 thousand people received the primary officer's military rank in the university and tied their fate with the service to the Fatherland in the Armed Forces and other power structures of the state. A number of graduates received diplomas in two specialties.

    With the transfer to the category of higher school, it turned into one of the largest and most prestigious military educational institutions in the country and was extremely popular among young people, including girls. The traditional competition for admission was four to five people per place, and for girls - up to ten people. The maximum number of cadets who studied at the school at the same time is more than 2.8 thousand.

    Over the years, the educational process at the university was conducted by 125 doctors of sciences, more than 560 candidates of sciences, financial and economic science was successfully developing, the dissertation council for receiving the defense of candidate and doctoral dissertations was actively working, publishing activities were carried out.

    Textbooks, teaching aids, developed at departments (cycles), became the reference books of practitioners in the troops and navies. The departments took part in the development of complex research projects on the instructions of the General Staff, the main financial structure of the Ministry of Defense. In terms of the quality of training of specialists, the Yaroslavl Military Financial University in the rank of an institute and an academy is on a par with the leading financial and economic universities of Russia.

    The school was not deprived of attention from the leadership of the country, public figures. In 1996, President of the Russian Federation Boris Yeltsin visited it and met with cadets. Over the years, it was visited by the Prime Minister of the Russian Federation Yegor Gaidar, Mikhail Kasyanov, Defense Ministers Sergei Sokolov, Sergei Ivanov. The leaders of the state, army and navy have always noted the achievements of the command, teaching staff, employees and cadets of the educational institution, emphasized the importance of military financial professionals for strengthening the country's defense capability.

    Needed by the whole state

    In the early nineties of the last century, when the search for ways to save defense costs began, there were often voices about the inexpediency of further training of officers of a number of specialties. In particular, they talked about replacing civilian specialists and financial officers.

    The servile reformers of that time also presented proposals for the complete liquidation of the Yaroslavl military financial school to Gaidar, but he seriously delved into the problem, understood the importance and scope of the tasks solved by military financiers. Convinced of the fallacy of the proposed approach, he made the right government decision. Speaking to the officers of the school in 1992, Yegor Timurovich said bluntly: "You are needed not only by the Russian Armed Forces, but also by the state as a whole." Thus, the problem was removed for many years.

    Officers - graduates of the school were intended for military service in all branches of the Armed Forces, branches of the armed forces, military districts, in the fleets, in the internal troops of the Ministry of Internal Affairs, the FSB, foreign intelligence, the Ministry of Emergencies, structures of the Main Directorate for the Execution of Punishments of the Ministry of Justice of Russia and other law enforcement agencies. With the creation of the Commonwealth of Independent States, it trained officers of the financial and economic specialty for many of its member countries.

    After successively passing the primary military financial positions, and, if necessary, after completing their studies at the Military Faculty at the IFI (at the Military Financial and Economic University), the graduates of the school became the heads of the financial and economic bodies of divisions, armies, military districts, fleets, and other financial or controlling structures up to the central offices of the Ministry of Defense, FSB, Internal Troops of the Ministry of Internal Affairs, Ministry of Emergency Situations. More than 120 graduates were awarded general military ranks.

    Continuing the military traditions of front-line financiers, graduates in peacetime fulfilled their military duty with dignity during military conflicts and in the implementation of international military cooperation. Korea, Cuba, Egypt, Vietnam, Angola, Afghanistan, Syria, Bosnia and Herzegovina - this is not a complete list of countries in which they have solved the problem of financial support of military contingents in different years. Many were awarded state awards for personal courage, unfortunately, there were both wounded and dead.

    The school's contribution to the socio-economic development and cultural life of the city of Yaroslavl and the Yaroslavl region is significant. Implementation of patriotic patriotic programs, practical assistance in the upbringing of adolescents, participation in agricultural work, the fight against natural disasters are just some of the tasks that have been disinterestedly solved by personnel for decades in the interests of their beloved city and region.

    The universality of the education received, an active life position brought up in the learning process, hard work and perseverance allowed graduates to find a worthy place in life even after being fired from military service. Many of them organized their own businesses, became civil servants, successfully worked and are working in the office of the President and the Government of the Russian Federation, the Moscow government, various administrative, military, banking and industrial structures throughout Russia and the CIS countries.

    For services to the Fatherland, more than 70 military financiers and economists were awarded the state award - the honorary title of Honored Economist. Among the graduates there are military and political figures, prominent scientists, filmmakers, film actors, honored cultural workers, laureates of the Prize. GK Zhukov, as well as those who received many other honorary titles and state awards.

    Experience, tradition, memory

    In recent years, the status of the Yaroslavl higher educational institution, mainly due to the inconsistency of the reforms carried out in the Armed Forces, has changed several times. In 1999, the school was transformed into a branch of the Military Financial and Economic University, in 2003 - into the Military Financial and Economic Institute, in 2007 - into the Military Financial and Economic Academy, in 2009 - into the Military Financial and Economic Institute as part of Military University of the Ministry of Defense. In 2010, this educational institution as an independent structure was abolished. The Faculty of Finance and Economics is included in the Military University of the Ministry of Defense as a structural unit. At present, cadets are being trained at this faculty, who are intended for the most part not for the Armed Forces, but for other power ministries and departments.

    Over the years of activity in the school, many good traditions have developed, revered by veterans of the university, graduates and supported by the command. In honor of the 60th anniversary of the founding of the school, at the expense of the cadets, a memorial stele was installed, which has become a symbol of the cadet brotherhood. Another tradition is solemn and cheerful issues, which were collected by a large number of relatives and friends of young officers. For many years, alumni meetings have been held on the occasion of anniversaries from the date of graduation at intervals of five years. Meetings are also held after the dissolution of the university.

    Today, when the school no longer exists, the regional branch of the Council of Veterans of the Military Financial and Economic Service for the Yaroslavl Region, headed by Retired Colonel V. A. Bychkov, continues to work with veterans. The participants of the Great Patriotic War are surrounded by special care, unfortunately, there are not many of them left, they require constant attention and support.

    Nostalgia for the Yaroslavl military financial institution does not leave many. A very important and necessary university for ensuring the country's defense capability has been lost, which for many years has trained specialists devoted to the Fatherland in the field of military economy, finance and banking.

    As part of the activities of the Council of Veterans of the Military Financial and Economic Service and its Yaroslavl branch, on February 22, 2013, at the entrance to the military town, in which the university was located from 1957 to 2010, a memorial plaque was erected. The school has earned this memory.

    Undoubtedly, the experience of the Yaroslavl Military Financial School will be in demand, since the Armed Forces will not be able to function normally without organizing their own training of financial and economic personnel.

    I chose the technical school right away. A high reputation and a large number of stellar graduates speak for themselves. Studying is very interesting and prestigious, the technical school has an excellent composition of social partners and employers. I plan to continue studying further in my specialty at the University, with which TSiT №29 cooperates. I will study in the evening. I have been working in my specialty since the second year. I am very glad, I studied at TSiT №29!

    I graduated from college in 2014 and I can confidently declare that the level of preparation here is at the highest level!     It is better to enter the gate to the right, with a barrier - there is less smoke from cigarettes.
    The rooms were cleaned of poor quality, the trash bins were rarely cleaned, smoky dust flew like tumbleweeds, desks and floors were dirty. Half of the toilets were locked, the rest were often dirty even in the morning, there was no soap, toilet paper was a luxury, the dryers could hardly breathe, you should not touch the doors of the booths - they were always smeared with snot (it is better to use the toilet on the 2nd floor). On the 4th floor, there was a crack in the wall, extending from the floor to the ceiling, it seemed that that circus was about to split into pieces. There were wooden benches in the corridors, there were always not enough of them (there is an option to sit in the library, there are several semi-soft ottomans), Wi-Fi was available, I could not catch it everywhere. On the 6th floor there was an office where students were allowed to print for free with their paper.
    In winter, the staff smoked on the ground floor by the emergency exit under the stairs in the right wing. In places in the corridors and in some offices it was cold, the batteries were working partially (warm clothes and a thermos for help). The windows in the corridors did not open; some were broken. There were elevators prohibited for use by students. There were cockroaches.
    On the whole, the contingent of students is a pet-school, teenagers who dropped out of school after the 9th grade. Sometimes students from the academy dropped by.
    There are few adequate staff, a pleasant woman worked in the dining room. It is better not to meddle in the first-aid post, not to mess with the guards.
    Big break from 12:10 to 12:50. Because of the queues and hungry tension of teenagers, it is better to run to a small dining room (there are good pastries) 15 minutes before the big break, or to the very end of it.

    Teachers:
    Most have hordes of cockroaches. Think for yourself whether self-confident, highly qualified people, professionals in their field, will take up work in vocational schools? There are desperate or altruists. Teachers have a chronic hobby - from above, they are loaded with a large amount of various unnecessary work.
    A lot of time from couples will be spent on discussions of topics not related to study, as well as on the personal affairs of teachers and their extra work - you will have to constantly be on standby.

    Absolutely the entire educational program is rotten and ineffective. Most of the information is outdated: 10% useful, the rest is water, oceans. During the lectures, you will have to rewrite more than one textbook under the dictation of teachers. Tons of tasks for the sake of a tick, you will have to print a lot, a lot. Basically, some pretend that they are teaching, while others - that they are learning.
    A significant number of academic hours were devoted to non-core subjects: physical education, bzhd, history, philosophy, computer science, statistics, English. (If this moment is important to you, the English program is very weak).
    If you really care about the positive human qualities of teachers and the quality of information, then without the accompaniment of cockroaches, you can squeeze out useful information in pairs (profile): Nikitina S.V., Kalinkina O.A., Boldyreva A.N., (non-core): Maskarina T.A., Khrapacheva T.K., Zorina E.G.

    The term of study is 2 years.

    First year of study:
    In the first half of the year, the curriculum consisted mainly of non-core subjects. In a few specialized ones (Economics, Management, Fundamentals of Accounting), they slowly walked through the material. At the end of the year, tests were taken in non-core subjects (history, philosophy, physical education, bzhd).
    They passed exams and one differentiated test for specialized ones.
    In the second half of the year, the curriculum was replenished with profile ones. There was a training practice. The most useful thing, one can say for the entire training period as a whole, is working in 1C in educational practice.

    Second year of study:
    Passed mostly
    profile items, the material was chased at the speed of light.
    In pairs of legal support of professional activity, there was an opportunity to understand the legislation and work with Word and PowerPoint (you can download it for free using your credentials, most likely they will not tell you about such a possibility).
    The largest "educational burden" fell in the second half of the year:
    1) credits / differential credits for the remaining non-core and some core subjects
    2) educational practice
    3) term paper
    4) production practice
    5) examination session
    6) pre-diploma practice
    7) defense of the diploma
    The teaching practice is sluggish, badly organized. It is better to choose the place of industrial practice yourself.

    Bullying (practiced by some faculty and staff in the department):
    1) deductions for absences and poor academic performance
    2) a formidable uncle director and his deputy
    3) the complexity of exams, tests, passing a diploma (they were intimidated like a babayka with everything they could. In fact, technically everything went quickly and easily).

    There are internal rules followed by staff and students, depending on the number of cockroaches:
    Unspoken rules:
    1) "silent greeting" with teachers: getting up at the desk before the start of the pair (As in elementary school)
    2) you need to take time off to go to the toilet. Exit is allowed only out of need, you should not have other personal matters during the couple. (Like in elementary school)
    3) gifts for teachers. (Before exams, tests, be ready to invest in flowers / sweets, + for a buffet table before the exam session and diploma. Be prepared for quirks such as buying a microwave or a tea set for the department)
    4) the doors of the physical education department are locked with a key during couples. (No one cares about a clear violation of fire safety rules)
    Default rules:
    1) outerwear is subject to mandatory delivery to the wardrobe (it is better to pick it up in advance, because at rush hour there is a chance to stand in line for about half an hour; or you can put it in a large bag and carry it with you)
    2) teachers are prohibited from letting students go home a few minutes before the end of the classes (even if there is nothing to do, you will expect a call. Or when the teachers leave for the whole couple on personal matters - they will leave you waiting in the office)
    3) passes must be closed with certificates of good reason, or in advance - with statements (in academic performance, this will not cover the fact of your absence, this will just become your excuse, alibi. There is a register of passes. Probably, they will assure you of the danger of absenteeism and tell you stories about expulsion - but this is all feigned, twisted with a finger. Be smarter if you cannot avoid it)

    If you feel like a fish in water in such a system, or you want to go through a survival school, observe various social strata of society, feel the importance of self-education, see how to live and work is not worth it - congratulations, you have found your place!
