But ... after a year or two, he could easily “switch registers”, understanding with whom it was possible to “allow” and with whom it was better to speak without expressions that were understandable to everyone.

Apparently, he was a good businessman. And a very worthy head of the city. Yes, not saints, but it was under him that they began to make good repairs of roads (not everywhere and not always, but this was not the case before). He had his own team of like-minded people, which he led and defended.

And Grishchenko, unlike the overwhelming majority of local politicians, was not at all afraid of journalists. Moreover, he treated them with sincere sympathy. Even to those who wrote badly about him. So he tried to explain everything personally.

And now the most important thing. Oleg Vasilievich Grishchenko was a man of the system. A very bad system that grinds people into flour in its millstones. Grishchenko was not ground. There was such a core in him that the system was reconciled. But he left ...

Oleg Grishchenko. The politician, who had been a deputy of the State Duma since the end of 2016, passed away at the 51st year of his life, two months before his birthday. According to unofficial information, he suffered from cancer. For four years Oleg Vasilyevich courageously fought the disease, went to other countries for treatment, including Israel. But on June 17, Grishchenko passed away. It turned out that on that day his second grandson Timothy was three years old.

In the meantime, the family of the head of Saratov grew, and her prosperity multiplied. The same cannot be said about the city with 400 years of history and its inhabitants.

Golden father-in-law and companies under millions

Last spring, Grishchenko's wife - Elena Anatolyevna became the hero of the television program TVSAR "Non-Standard Conversation". For the entire term of Oleg Vasilyevich as head of Saratov, this is perhaps the only time that Elena Grishchenko gave a frank interview. But something remained behind the scenes. After filming, the TV presenter asked Elena Anatolyevna how she felt about talking about what had become a good startup for Grishchenko - he allegedly married her for the sake of a successful career. In those days, Elena's father Anatoly Chistyakov was the CEO JSC "Saratov Bearing Plant" where Oleg Grishchenko worked. “People who talk about it forget to take into account one nuance,- Elena Grishchenko retorted. - When Oleg and I met, my dad was a chief engineer, not a director. Soviet chief engineer. The director was Yashkin at that time. And my husband was already in business and was, as it were, richer than my dad and even helped him financially. And at that time, somehow, they did not think about any calculations, because everyone was equal. Well, at least in my environment ... Love, only love! You won't live long on the calculation, but we have been living for 27 years already ... ".

But, apparently, it was by calculation that the ex-mayor's family lived with Saratov. At least, one can come to such conclusions by studying the history of some Saratov LLCs.
According to Elena Grishchenko, the transfer to the chair of the general director of JSC SPZ did not affect the financial well-being of her husband, however, the career and political rise of Oleg Grnishchenko is closely related to this enterprise. In 2003, the general director of JSC "SPZ" and the deputy of the Saratov Regional Duma of the third convocation ("ER") Anatoly Chistyakov died. The place of the general director of the OJSC was taken by Oleg Grishchenko (from 2000 to 2003 he was the deputy general director for commercial policy and development). In addition, Grishchenko was elected to the Saratov Regional Duma in the by-elections.

A little later, already in 2005, some financial changes began to take place in the budget of the Grishchenko family. In early August, Oleg Vasilyevich begins to work as the first deputy head of the Administration of the City of Saratov (in December - the head of the city), and on August 25, his wife Elena Anatolyevna together with her mother Nadezhda Chistyakova and son Dmitry Grishchenko become owners LLC "Promsoft"... Here it is necessary to make a digression and return to the political activities of Oleg Vasilyevich.

The name "Promsoft" appears in the election declaration of income for 2002 of the candidate for deputy of the Saratov Regional Duma of the third convocation in Zavodskoy constituency No. 3 - Oleg Vasilyevich Grishchenko. The document, in particular, states that his total income was 265 794 rubles, including the salary of JSC SPZ - 260 094 rubles, plus a salary of 5700 rubles from LLC "Private security company" Doberman "... But Mr. Grishchenko did not say what income he received from private companies, the beneficiary of which at that time was. The declaration contains only the names of these LLCs and how many percent of the shares belong to the candidate. This - "Auto parking" - 52%, "Business Engineering"-52%, Promsoft - 50%, "Forest" - 52%, "Profit Management" - 50%, "Transport Service" - 52%, "Industrial investments" - 50%, "Haute cuisine" - 100%, "FOBOS NV"- 50% and "Doberman" - 0.5%.

The company "Promsoft" is also found earlier in the quarterly report of the issuer of equity securities for the third quarter of 2003, JSC "SPZ". As can be seen from the report, at that time the OJSC had only six shareholders, but only three of them owned at least 5 percent of the issuer's authorized capital: 34% from Promsoft, 32.9% from Profit Management and 31.58 % from Industrial Investments. Recall that in each of these companies Oleg Vasilyevich had 50% of the shares. In 2003, these LLCs had a Saratov residence permit, but after a while they moved to the city of Kuznetsk, Penza Region, and taxes “left” with them from Saratov. The family tried to remove the companies away from curious inspectors after Oleg Grishchenko came to power.To exclude a coincidence, it is enough to look at the extract from the Unified State Register of Legal Entities. The original body that registered "Promsoft" on October 22, 2001 was the Administration of the Zavodskoy District. If you compare the dates, you will notice that only after the change of registration, Elena Grishchenko, her mother Nadezhda Chistyakova and her son Dmitry Grishchenko become the owners of these companies. According to the Kontur-Focus database for checking counterparties (the database uses official sources of information from the Federal Tax Service of Russia and Rosstat), initially Nadezhda Mikhailovna contributed more than 4 million rubles to Promsoft, her daughter - 833 thousand rubles, and underage Dmitry Olegovich Grishchenko - 5 million rubles. Only four months after this transaction, on December 26, 2005, he turned 18 years old. Further, from September 8 of the same year, Nadezhda Chistyakova and Elena Grishchenko are listed as founders of Profit Management: Nadezhda Mikhailovna contributes 4,166,666 rubles, Elena Anatolyevna - 5,833,333 rubles.

The next changes in "Promsoft" and "Profit Management" take place by December 25, 2007. Then the amounts of the founders' deposits in two companies at once are distributed as follows: Nadezhda Mikhailovna - 12.6 million rubles, Elena Anatolyevna - 12.3 million rubles and Dmitry Olegovich - 5.1 million rubles. Prior to that, on April 19, 2007, Nadezhda Chistyakova (invested more than 4 million rubles) and Elena Grishchenko (contributed about 6 million rubles) became the founders of a third company - Industrial Investments LLC. And in December, their deposits increased in the same way as in "Promsoft" and "Profit Management". It turned out that they invested 30 million rubles in three companies. Confirmation of the version that these LLCs were used as a kind of emergency reserve to save funds is the following moment: after all three beneficiaries increased their deposits, at the same time, after December 25, 2007, these millionaire companies ceased to exist. They were succeeded by the firm "Sales and Marketing", the authorized capital of three companies was added to it - only 30 million rubles. The rest of the funds went in an unknown direction.

However, the names of these companies soon disappear from Oleg Grishchenko's income statements. So, already in 2010, when Oleg Vasilyevich participated in the election race to the State Duma from the United Russia party, these assets were no longer in his hands, but two bank accounts modest for the above turnover appeared: 997,784.0 rubles. (OJSC BANK URALSIB) and 870,362.0 rubles. (OJSC "Sberbank of Russia"). By this time, his income had increased to one million rubles, and he earned all the funds exclusively in the Saratov City Duma. As you know, until 2012, deputies of regional parliaments were not required to indicate relatives in their declarations. This explains such a "discrepancy" between the incomes of Oleg Grishchenko and his family members until 2012, and the need to manage millions, entrusted to his wife, mother-in-law and minor son.

"He came to power as a wealthy person",- as a pre-election slogan repeat about Oleg Grishchenko his inner circle. But all these years, the Saratov media assumed that one of the sources of income for the Grishchenko family and his friends could be the city budget. For example, they wrote a lot about the Saratov power grids.

It was in the early period of Oleg Vasilievich's leadership that the Saratov Property Management Committee transferred the electric networks on lease. CJSC "SPGES", who received all the property in 2006. As the journalists were assured in the City Hall, the CJSC did not have any competitors-tenants.

As for the rental rate for a tenant, back in 2010 it was noted that it had remained unchanged for several years. In 2006, SPGES paid the city about 28 million rubles for the lease. Although the Chamber of Control and Accounts of the City Duma already pointed out that the size of the rent could have amounted to 103 million rubles. The public-political newspaper "Saratovskiy Vzglyad" wrote about this six years ago. If we compare the previous and current rental prices for SPGES, it turns out that over ten years it has increased by only 6 million rubles. And in 2015 it amounted to 34 million rubles. For this year, the people's deputies have established a similar rent for this municipal property.

In addition, from 2009 to 2010 alone, the CJSC won 14 lawsuits against the city administration. None of them were appealed. It is also significant that MUP Housing and Public Utilities tried to collect 47 million rubles from SPGES through the courts, but for some reason never did. It so happened that in the case of ZAO, the city administration did not defend its interests. The mayor's office was also demonstratively passive when lawsuits were brought against it. According to the business news agency Business-Vector, in 2016 alone, dozens of claims of CJSC SPGES against the city's KUI regarding the transfer of all new substations and, on the contrary, claims of the regional prosecutor's office against CJSC and city officials were registered in the database of the regional arbitration court in order to suppress removal of municipal property.
May 5, 2005 was created LLC "SPGES"... From the extract from the Unified State Register of Legal Entities, it follows that LLC and CJSC SPGES are registered at the same address - Beloglinskaya, 40. True, information about the founders has been removed from the tax certificate of the closed joint-stock company. But, as the Saratov news agencies report, these two enterprises may be united not only by one registration address, but also by common owners - three legal entities and one individual: "TransEnergoService"(headed by the city Duma deputy Andrey Ivanov), EnergoCom, InvenstEnergo and Elena Pimenova(she also heads EnergoKom). Among them, InvestEnergo has a mass leader Tatiana Yavorskaya, which also manages the Moscow company of Elena Grishchenko - "FOBOS NV" (in 2002, 50% of the shares belonged to Oleg Grishchenko). Then, among the shareholders of the CJSC was also LLC "Provider" which he founded Alexander Rozhkov(according to IA "ZhKKH 64", this is Oleg Grishchenko's stepfather).

The company's website says: it is “the largest energy sales company in the city of Saratov, which provides electricity to about 20 thousand legal entities and 300 thousand individuals, which corresponds to electricity consumption in excess of 1,800 million kWh per year. Among our consumers are large industrial enterprises, organizations of medium and small businesses, public sector institutions, the population of the city ".

According to the portal "ZhKKH64", CJSC SPGES buys about 2 billion kWh per year at prices of 1.5-2.5 rubles per kW and transfers the right to sell electricity to LLC SPGES, as well as sells each kilowatt to the population for 3 rubles, and for legal entities - 4 and 8 rubles. The average selling price is 5 rubles. It is not surprising that in 2014 the net profit of the LLC according to RAS increased from 6.22 to 8.26 million rubles (by 32.81%). Sales in 2015 amounted to about RUB 5.710 billion, RAS net profit - RUB 15.1 million. The revenue of the CJSC in 2014 reached 2.810 billion rubles, and the net profit - 202 million rubles. In 2015, the revenue of SPGES increased to 2.890 billion rubles, the net profit amounted to 58.5 million rubles. But, buying 2 billion kWh per year, they must be sold at 3 or 5 rubles, that is, the revenue should not be less than 6 billion rubles. Where is the rest of the money?


How to "heal" a city

The private company "Paracelsus" LLC was established in 2006, and in May 2007 it was acquired by Stealth LLC... The new owner contributed over 213 million rubles to Paracelsus.

There is no information about the original owners of Stealth. It is only known that in 2011 it belonged to Vadim Sablin(the founder of Sea Horse LLC, rumored to be owned by Grishchenko), and on August 20, 2012, the company passed to Grishchenko's son, Dmitry Olegovich. By the way, it was the Stealth company that gave birth to another major player - the Business Engineering company (52% of the shares of which in 2002 belonged to Oleg Grishchenko).

Since 2009, 63% of the shares of Paracelsus have been held by LLC "Elmon"- founded this company Dmitry Isaev, who appears in some media materials, as the security guard of Oleg Grishchenko. The main activity of all these LLCs is the lease and management of their own or leased non-residential real estate. By the way, most of the companies of the Grishchenko family focused on this activity.

Soon "Paracelsus" became a notorious Saratov landlord. The property of this company turned out to be the property complex of the 12th city hospital in Saratov. Ten years ago, with the participation of Grishchenko, this property went to Paracelsus as a contribution to the authorized capital, the newspaper Saratovskiy Vzglyad reported in 2010: "In the nineties, the buildings of the former medical unit" SPZ "were illegally privatized and through the subsidiary company" Paracelsus "were withdrawn from the assets of the plant in favor of private individuals".

According to the extract from Rosreestr we received, it follows that since August 18, 2003, SPZ OJSC and EPK OJSC were the rightholders of these non-residential buildings. And on April 25, 2006, all this property was transferred to the Paracelsus company, which rented out five non-residential buildings with a total area of ​​14,561.2 square meters to the MUZ "City Clinical Hospital No. 12". One of the reports of the audit carried out by the Control and Accounts Chamber of the City of Saratov MO says: according to the agreements concluded between the medical institution and Paracelsus LLC from 2010 to 2012, the total rent ranged from 48 to 52 million rubles, and the monthly amount ranged from 4.368 to 4.770 million rubles. The source of funding is the city budget.

In recent years, this company has received special attention from Saratov journalists, probably because of this, on August 14, 2013, it ceased its activities through reorganization in the form of division. According to the extract from the Unified State Register of Legal Entities, five LLCs became the legal successors of Paracelsus: "Orion", "Crocus", "Demeter", "Geaton" and "Mirage"... Five non-residential buildings - five companies. Another interesting detail, on the street Krymskaya no. 15, where the buildings are located, several more companies belonging to the Grishchenko family are registered. Among them - "Paracelsus" and "Hunting excursion enterprise" Artemida ".

Let's say a little about the company Elmon LLC, which in 2009 bought out 63% of the shares of Paracelsus. A year later, "Elmon" went through the enterprise reorganization procedure, its successor became Etalon LLC... Until 2012, the owner of the updated company was the owner of "Elmon" Dmitry Isaev, later the shares were transferred Stanislav Porvatkin(he is also suspected of affiliation with Grishchenko).

While Paracelsus received a complex of buildings for a medical facility, Elmon received the Torpedo sports complex from SPZ (in 2011 it was sold to ZAO Tander). Another nuance from the history of Elmon: the company was reorganized in 2010, but only now in June 2016, when Grishchenko began to run for the State Duma, and it became clear that he would leave his current post, the administration of the municipal formation “City of Saratov ”Applied to the Arbitration Court with claims against LLC“ Elmon ”. And only now she demanded from Elmon to reimburse the following amounts under land lease agreements: 5,012,686.44 rubles (No. A57-15392 / 2016), 2,529,031.50 rubles (No. A57-15394 / 2016), 91,587, 50 rubles (No. A57-15395 / 2016). So far, in the first instance, the court ruled to leave the statements of the administration without movement. Something similar has already been observed with the example of the SPHPP. Whether the administration will go to the end this time will most likely depend on the political situation in the region and on whether an order is given from “above” to gut the inviolable assets of the inviolable Oleg Grishchenko.

With special sonism

Oleg and Elena Grishchenko have three children - the eldest son Dmitry (born in 1988), Anastasia and a minor son Gleb... But in all declarations, Oleg Vasilyevich reported that he had a minor child who had no income. But, as we can see, the information in the declarations contradicts the actual circumstances. So, in May 2015, Elena Grishchenko in an interview with the Saratov TV channel TVSar, talking about family members, said that Dmitry is a successful businessman who owns his own company. He is an adult, but we counted Dmitry's more than 15 companies, however, half of them have been liquidated at the moment. In addition, as we already wrote, at the age of 17 and 18, Dmitry, who has no income, invested 5.100 million rubles each in the Promsoft and Profit Management companies.

A month before Oleg Vasilyevich started working in the Saratov Administration, in July 2005, Elena Grishchenko, together with her son Dmitry, created four companies with a difference of one day - LLC "Discount", LLC "Reinvest", LLC "VlaN" and LLC "Holder"... Their main activity is the provision of brokerage services related to real estate. In 2011, on March 13, Oleg Vasilyevich was elected a deputy of the City Duma of the fourth convocation, and on March 22, he was re-elected as the head of the regional center. Two months before these events, on January 27, Discount and Reinvest ceased to exist, and on April 8, VlaN and Holder. Their liquidator was a Saratov lawyer and a companion of the Grishchenko family - Vadim Valerievich Markelov... He also participated in the creation of the company "Sales and Marketing" - the successor to the three major shareholders of "SPZ" - "Promsoft", "Profit Management" and "Industrial Investments". Among the founders of Sales and Marketing are the Samara company Service Group, which owns 99.9% of the shares, and Vadim Markelov - 0.1% of the shares. However, according to the documents, the parent company Service Group itself is also fully owned by Markelov.
One of the lucrative acquisitions of Grishchenko Jr. happened in August 2013 - this is the Artemida hunting excursion company (registered at the legal address of Paracelsus LLC), which uses the Kulikovskoye hunting ground - located in the Volsky district. In the 2015-2016 hunting season, the following number of quotas and norms for the production of wild ungulates were allocated: 38 elk, 27 roe deer and 287 wild boars. The most exorbitant prices, as a rule, are for ungulates and at the prices for 2012 in the Saratov region, elk and stag deer would cost a hunter 100 thousand rubles, a trophy boar - 50 thousand rubles, a roe deer - 25 thousand rubles. It is not surprising that the balance of "Artemis" in 2014 alone amounted to 33 million rubles.

Again, according to the declarations of Oleg Vasilyevich for the period from 2012 to 2015 inclusive, his wife did not have any shares in private companies. Another period of active acquisitions of firms from Dmitry Grishchenko was recorded on March 12, 2012. On this day, Elena Anatolyevna handed over to her son several companies that she had been managing since November 2009: LLC "Crane-36", "Plateau", "Pride" and Business Engineering, to which Dmitry contributed 25 million rubles. Also, Mrs. Grishchenko gave her son the Haute Cuisine company (the company belonged to her since December 26, 2004), in which he invested 12.720 million and the company "Partners"(Elena Grishchenko managed her since January 11, 2012) - 30.208 million rubles.
The fact that Elena Anatolyevna really sold the company can be seen from the declaration of her husband, which indicates that this year her income amounted to 58.974 million rubles.

Based on the history of the companies we have listed, the following picture emerges: Elena Anatolyevna and her son Dmitry Olegovich Grishchenko are actively developing their entrepreneurial activities during the mayorship of Oleg Vasilyevich. But, as already mentioned, his declarations do not say anything about this. Money loves silence.

However, sometimes, information still comes to the surface. So, in 2009, Dmitry Grishchenko's Pride company, which he received from Elena Anatolyevna, was noticed in a corruption case. In 2013, the tax service caught the Saratov Pride LLC of illegally receiving 14.6 million rubles from the budget. The audit established that the company from July 2007 to January 2008 submitted four tax returns and other documents, according to which it was entitled to a refund of the state value added tax. Pride received the money, but then the FTS found out that the contracts signed by the director of the company and which became the basis for the tax refund were fictitious: no goods were supplied under the contracts, and no services were provided. The company had to return budget funds, and after June 2015, Pride ceases to exist. And the main investigation department of the Main Directorate of the Ministry of Internal Affairs for the Saratov region opened a criminal case on the facts of embezzlement under the article "Fraud". Of course, it was not the owners of the company that were tried, but the chief accountant and other participants in this conspiracy, whose names were removed from the court decision. This fraud had no effect on the career of the head of the city.

Life beyond the declaration

How frank Oleg Vasilyevich was with the Saratovites can be judged by comparing the information he made public and what we managed to find. For example, let's compare his last two years (2014-2015) as the head of Saratov. In 2014, Oleg Vasilyevich earned 1.437 million rubles, and in 2015 the amount of his annual income reached 21.470 million rubles. That is, Grishchenko's income for the first time since 2012 increased by 20 million rubles. The press service of the Saratov City Duma explained this by the fact that Grishchenko sold his personal residential property, which had been in his ownership for many years, from the time he worked in the business. But from these very business times, according to the documents, only an apartment of 251.5 square meters was listed in the declarations, which could hardly cost 20 million rubles. In 2014, this apartment was in perpetual use of the minor child Grishchenko, and Oleg Vasilyevich was listed as the owner. The next year, instead of an apartment, Oleg Vasilyevich got a residential building with a barn, a swimming pool, a boiler room, and outdoor facilities. The area of ​​the new property was somewhat larger than the previous one - 422.3 square meters. Of these, 1/6 of the house belonged to the wife.

For her part, Elena Anatolyevna Grishchenko replenished the family budget by 1.545 million rubles in 2014, and by more than 3 million rubles in 2015. According to the declaration for 2014, she has 11 land plots with a total area of ​​437,727 square meters and one lease plot of 665 square meters, three residential buildings and one unfinished house, two non-residential buildings and one apartment. In 2015, she has the same amount of land and property.

It is worth paying attention to one of Elena Grishchenko's plots, which she owns - a plot for gardening with an area of ​​417,000 square meters. This is the land SNT "Golden Autumn", located in the village of Generalskoe, Engels district. The estimated cost of this land is approximately 50 thousand rubles per hundred square meters. This means that the total cost of the site can be estimated at over 200 million rubles. It was because of these lands that the wife of Oleg Grishchenko was dragged into the trial. The fact is that the members of the Gardening Non-Profit Partnership "Remontnik-3" applied to the Arbitration Court to declare illegal the refusal of the administration of the Engels municipal district to establish a public easement on the land plot (64: 38: 203601: 48) owned by Elena Anatolyevna Grishchenko, to establish a route to the Volga river bank. Members of SNT "Remontnik-3" for several years tried to ensure that they were given access to water, but the court refused them. And the Grishchenko family soon got rid of the “Golden Autumn”. Now, according to Rosreestr, the land belonged in equal shares to the following participants, whose names appear in various firms of the Grishchenko family: Malyshev Vladislav Alexandrovich, Stanislav Anatolyevich Porvatkin, Omelchenko to Vasily Petrovich and Limited Liability Company "M.I.G.-Montazh"... The cadastral value of this site is about 26 million rubles. Probably, the extra 20 million rubles in the declaration from Oleg Vasilyevich came from this sale. In addition, apparently, before the election race to the State Duma, the family needed to get rid of the scandalous plot.

It is also interesting that in none of Oleg Grishchenko's declarations there was a place for either a boat or a Eurocopter AS350B3e helicopter, worth more than 200 million rubles, photos of which were repeatedly published on the page of Oleg Vasilyevich's wife on the social network Facebook. True, before the elections, information appeared that all this did not belong to Grishchenko and he simply took this technique to "ride". Meanwhile, even fueling the aforementioned helicopter requires 540 liters of fuel. He flies on TS-1 aviation kerosene, a barrel of 216.5 liters costs about 8,800 rubles. Perhaps the entire "vehicle fleet", like some companies, is registered in the name of Oleg Grishchenko's friends. We will talk more about them in one of the following publications.

Even last year, there were rumors that Mr. Grishchenko, even if he didn’t enter the State Duma from United Russia, would have a seat on the Federation Council. We can assume that Oleg Vasilyevich's family was preparing for this new career start in advance - his wife transferred the business to her son, got rid of companies with a scandalous reputation and some land plots. The ten years during which Grishchenko and his team “did a lot of work” have been slightly corrected. Now you can leave Saratov with a clear conscience, start a new life with parliamentary immunity, leaving all the scandalous stories in which affiliated LLCs are drawn behind, in the past, as well as problems with the city budget.
