What are innovative products, what criteria exist for classifying works, goods, and services as innovative? Are there differences in the definition of what constitutes innovative products within the framework of 44-FZ and 223-FZ? Innovative products within the framework of 44-FZ

The definition of “innovative products” is not contained in the regulations of the Russian Federation. The Law “On Science and State Scientific and Technical Policy” dated August 23, 1996 No. 127-FZ contains the concept of “innovation”, which means the introduction of a new or significantly improved product (good, service) or a new process, a new method of sales, as well as a new method of organizing workplaces.

Based on it, innovative products must have the following quality: to be new, i.e. just put into use or be significantly improved compared to previous models.

Innovative products under 44-FZ, along with high-tech products, are a priority in government procurement. This principle is established by Art. 10 44-FZ. Information about its purchase is highlighted in a separate column in the procurement plan. It is acquired through a limited-participation competition or a two-stage competition.

The list of innovative products under 44-FZ is contained in Appendix No. 2 to Decree of the Government of the Russian Federation No. 99 dated 04.02.2015. Additional conditions for procurement participants are also established there. It should be noted that this list lists not only types of innovative products, but also technically complex products and works, goods and services of a specialized nature.

  • An example of the latter are services for the health of children and the organization of their recreation. The list also includes:
  • work on the design, construction and decommissioning of nuclear energy facilities;
  • work on handling nuclear materials and radioactive waste;

Before posting the report to the Unified Information System, calculate the annual volume of purchases of innovative products, including among small and medium-sized businesses. Follow the deadlines, otherwise you will pay a fine of up to 300 thousand rubles.

Purchase of innovative products under 223-FZ

All customers can purchase innovative high-tech products within the framework of Federal Law 223-FZ. In addition, Government Order No. 475-dated March 21, 2016 approved a list of legal entities that are required to purchase innovative products.

It currently includes 90 legal entities, including:

  • PJSC Gazprom;
  • PJSC Aeroflot - Russian Airlines;
  • JSC Russian Railways and others.

Clause 2, part 8.2, art. 3 223-FZ, JSC Federal Corporation for the Development of SMEs is included in these persons.

The volume of innovative products that the above-mentioned legal entities are required to purchase is established in the regulations approved by Decree of the Government of the Russian Federation dated December 25, 2015 No. 1442. The annual volume of purchases by customers of innovative products must be determined as the value of contracts for innovative purchases for the previous year, increased by 10%. However, it cannot be less than 10% of the total value of all contracts issued based on the results of procurement for the reporting year.

The procurement plan for innovative products under 223-FZ was approved by Decree of the Government of the Russian Federation dated September 17, 2012 No. 932. The procurement plan for innovative products of the above persons must contain a section on the purchase of works, goods, and services from SMEs in accordance with the approved list. The plan for the purchase of innovative products of high-tech products from customers included in the list approved by Order No. 475-r must include a list of innovative products under 223-FZ, which will be purchased from SMEs (Part 3.3 of Article 4 of 223-FZ).

Other customers place in the EIS a plan for innovative products for a period of 5-7 years. If a legal entity does not plan to conduct such purchases, it may publish a zero plan for the purchase of innovative products.

The procurement plan for innovative products includes:

  • the cost of contracts concluded based on the results of the purchase of products included in the innovative product plan under 223-FZ for the previous year;
  • the annual volume of purchases of innovative products, which are planned to be purchased in accordance with the draft plan for the purchase of innovative products;
  • annual volume of purchases of innovative high-tech products, which are planned to be purchased only from SMEs, etc.

  • information about the customer,
  • information on procurement of innovative products;
  • information about these purchases made only from SMEs.

Innovative and high-tech products criteria according to 223-FZ

The criteria for classifying high-tech products as innovative products are established by federal government bodies that carry out legal regulation in a certain field of activity. Therefore, there is no register for innovative products.

As an example, we will analyze the criteria for classification as innovative products, approved. by order of the Ministry of Transport dated August 25, 2015 No. 261. It contains the following criteria for innovative products:

  • compliance of products with priority areas of development of science and technology of the Russian Federation (see Decree of the President of the Russian Federation dated July 7, 2011 No. 899);
  • scientific and technical novelty;
  • introduction of work, goods, services in industry;
  • positive economic effect from their implementation;
  • knowledge intensity of products.

A product is classified as innovative if it meets all the given criteria.

Autoclaves and pressure cooking

Pressure cooking is a method of cooking food in a sealed vessel or pressure cooker that does not allow air or liquid to leave the high-pressure container. Since, with increasing pressure, the boiling point of the liquid moves upward, the temperature of the liquid inside the system can be increased to 100 °C. In this case, the liquid does not reach the boiling point. Most high-pressure cooking systems operate at an operating pressure of 15 psi, a standard established in the United States back in 1917. At this pressure, the liquid boils at a temperature of 125 °C. The increased temperature allows you to cook the product disproportionately faster than the standard method.

For example, chopped fresh cabbage is cooked within one minute, preserving the entire vitamin and flavor range of the product. Fresh green beans or small potatoes take about five minutes to cook, and a whole chicken up to 3 kilograms takes about 20 minutes. Another advantage of the autoclave cooking method is the achievement of the effect of stewing and slow boiling of the product in a very short time.

The prototype of the first autoclave was invented by the French physicist Denis Papin in 1679. Today, small installations are used by climbers to boil water at high altitudes. High in the mountains, water boils before reaching a temperature of 100 ° C, which prevents proper cooking and normal cooking of food, as Charles Darwin wrote in The Voyage of the Beagle.

Until recently, the autoclave method of cooking was considered very dangerous due to its explosion hazard. Modern autoclave cooking systems are equipped with multi-stage protection mechanisms, special locks and automatic shutdown systems.

Operating principle of the system:

Under normal conditions, heating water above the boiling point is impossible. Once the water temperature reaches 100 °C, the water stops heating. This occurs due to the intense evaporation of water during the heating process. The evaporation process itself requires almost all the heat, which causes the heating of the water to stop. If water boils for a long time, it completely turns into steam.

When water or liquid is boiled in an autoclave, the boiling point increases. As soon as the temperature of the soup or puree reaches 90° C, intense evaporation begins. Water vapor, being essentially a gas, creates excess pressure in combination with temperature, which leads to a stop in evaporation. The higher the temperature, the higher the pressure in the system. The heat generated by increasing pressure is called latent heat and has a great penetrating force into the structure of microorganisms, destroying them even in a dormant state - in spores.

A similar process is easily achievable when preparing solid, non-cavernous foods. In the case of preparing spongy, cavernous products, you should choose a system with deep vacuuming of the tank. Residual oxygen content can help protect bacteria from destruction by providing thermal insulation for their membranes.

Modern autoclaves use fractional evacuation, which removes oxygen in several cycles, ensuring 100% steam penetration during the process of sterilization and homogenization of the product.

The main advantages of the autoclave cooking method

Cooking food using the autoclave method allows you to cook food many times faster, while maintaining all the nutritional properties of the product.

Pressure

Steaming food at high pressure is the most nutritious way to cook food. High pressure promotes the release of natural juices from the product, allowing you to cook dishes at high temperatures in its own juice. High-pressure cooking allows food that has been vacuum-packed or previously frozen to “repair” damaged tissue.

Steam

Super-heated steam generated at high pressure and elevated temperatures allows you to cook 3 to 10 times faster. High-temperature steam processing allows you to cook without salt, with a minimum amount of oil, sugar, flavorings and flavor enhancers, less aging and drying out while maintaining fresh taste.

Vegetable and fruit ripening chambers

Vegetable and fruit ripening chambers have been used in agriculture in our country for more than 60 years. The technology of “artificial aging” of vegetables and fruits has been used for a long time. About 95% of all fruits sold in the Russian Federation from November to June undergo special processing in ripening chambers. This is due to the fact that the lifespan of a ripe vegetable or fruit does not exceed 1.5-2 weeks and, assuming that you decide to eat an avocado brought from Morocco, such an avocado will be very expensive. It will have to be transported by air.

In reality, most vegetables and fruits from abroad come to our country by sea in special containers and tankers, in the holds of which special climate-controlled conditions are created that contribute not only to the good preservation of products, but also to their ripening. Compact ripening chambers are practically not produced in the world, since the volumes of processed vegetables and fruits are measured not in kilograms, but in tens and hundreds of tons. How the ripening chamber “works” and what is the chemical and biological nature of the processes occurring in it. Ethylene (C2H4) is most often used to carbonate fruits. This gas is one of the phytohormones (i.e., a substance produced endogenously by the plant) and is therefore non-toxic. Green fruits contain a lot of chlorophyll, starch and little sugar. Under the influence of ethylene, tannins and chlorophyll disappear, the fruits soften and ripen quickly. Ripening with ethylene is carried out in hermetically sealed chambers installed in heated rooms. The optimal humidity in the chambers is 85-95%.

For rapid ripening, the CO2 concentration in the chambers should be no more than 2%. There are a number of methods for using ethylene gas in ripening chambers. The most popular are the catalytic generator and flow systems. When using an ethylene supply system catalytic generator ethylene is produced on site: during the catalytic process in the ripening chamber, the liquid concentrate is converted into gaseous C2H4. The job of the ripening chamber operators is to connect the generator to the power supply, place the concentrate in it and turn on the generator.

Catalytic type generators based on the catalytic decomposition of a liquid mixture at high temperature. Currently, this is the main type of generator. They are easy to operate, well controlled, and therefore are used in automatic fruit aeration chambers. For catalytic type generators, special alcohol-containing mixtures are used, which release ethylene during thermal decomposition. These mixtures contain special additives that provide a high percentage of ethylene yield, as well as special additives - promoters, which ensure the safety of the catalyst in the gas generator. One of the most common mistakes is using pure alcohol to produce ethylene using a gas generator. In this case, the service life of the catalyst in the gas generator is sharply reduced, and the catalyst is poisoned.

Caution should be exercised against using pure ethylene gas cylinders as this is very dangerous and may cause an explosion. The slightest leak of ethylene can lead to the creation of an explosive concentration (ethylene explodes when mixed with air in a concentration of 2.8% to 28.6%).
A disadvantage of ethylene is also its volatility, so ethrel is sometimes used as an alternative to ethylene.

The use of etrel allows you to avoid the inconvenience associated with the use of ethylene. Unripe fruits are placed for 0.5 - 10 minutes in an etrel solution (0.25 - 4 g/l), then the fruits are kept for several days in a warm room. Etrel, entering plant tissue, releases bound ethylene, and the result is the same effect as when processing fruits in a chamber with ethylene.

Important information about ethylene

— Ethylene was used in the last century as a good antiseptic;

— At minimum temperatures, fruits and vegetables are usually indifferent to external treatment with ethylene;

— Ethylene can be harmful to some plants

Some plants, vegetables and fruits are extremely sensitive to the effects of ethylene. Ethylene gives rise to the aging process of plant cells; at a certain critical moment, aging brings a fruit or vegetable to a state of maximum ripeness. Having passed this point, the plant product undergoes decay and complete disappearance. The degree of harm caused to the product is determined by the amount of ethylene with which the product came into contact.

— Vegetables and fruits that contain and constantly emit ethylene (apples, avocados, bananas, melons, watermelons, peaches, pears, tomatoes) should be stored separately from vegetables and fruits that are susceptible to the harmful effects of ethylene (broccoli, cabbage, cauliflower, greens, salad, etc.);

— Explosiveness of ethylene

Generally, the product of catalytic generators cannot reach explosive levels. The level of possible self-ignition is 200 times greater than the capabilities of the generator. Thus, in order to give ethylene the opportunity to ignite and explode, it is necessary to have 20-30 operating catalytic generators.

Can ethylene cause any harm to human health?

No! Ethylene is a colorless gas with a sweetish odor. Ethylene is quite explosive in concentrations above 3%. The ratio of 1 part ethylene to millions of parts air is enough to begin the ripening process.

Ice mixing

Ice mixers or pacojets are used very actively today in Western Europe in the best culinary schools. The essence of the device is to whip absolutely any product, of any consistency, into a homogeneous mass in a frozen state. The final paste-like product has the consistency of sarbet. The operating principle of the ice mixer is fast processing with a special rotation speed of the nozzle and the special geometry of the whisk itself. Sarbets made this way are not always sweet. Famous chefs Blumenthal and Ferran Adria make fish ice mixes or sarbets from boiled vegetables.

The economic effect of an ice mixer dish is its uniqueness and organoleptic exclusivity at an extremely low material cost.

Low temperature heat treatment

Low-temperature heat treatment of meat products is the most progressive and economical approach to cooking. Long-term boiling of “problem” meat, not very good cuts with a large percentage of “trinning” at a temperature of 55-63 ° C, allows you to untie the rigid interconnections of tissue knots and make the meat amazingly soft. Modern attachments for gastronomic containers with a rotary system of rotation of heating elements make it possible to easily and inexpensively solve the problem of introducing new technology in the kitchen. Now you don’t need to buy an expensive combi oven. The rotary attachment is attached to the sides of the pan or gastro container and, according to the specified controller program, boils the meat for 3-4 hours.

I name a thermometer, an accurate scale, and a mandoline grater... the list also includes a cocotte maker produced by Staub, which, like Le Creuset cookware, is nowadays underestimated and considered unfashionable, but in fact allows you to prepare a lot of delicious dishes .

Readers of my articles are familiar with how persistently I convince everyone of the merits of low-temperature cooking of meat, because it is this method of cooking that preserves the juiciness of meat. Now I will say something that will clearly contradict my previous statements.

Cooking meat is a very complex and delicate process. Low-temperature processing brings the best results in terms of tenderness of meat, but it also has disadvantages: this method cannot achieve a fried taste and a crispy crust. And because all the juices are stored in the meat, there is nothing to make sauce for the meat from... In the restaurant, we solved this problem by preparing all the meat sauces separately, from pieces processed at normal temperatures. Unfortunately, this is impossible to do at home, so you have to make a compromise, which is what a cocotte maker (a thick-walled pan with a lid for frying/stewing) allows.

Essentially, the process of cooking in a cocotte maker involves cooking meat, fish, vegetables or fruits under a tightly closed lid, so that all the aromatic vapors are retained and provide the basis for a delicious sauce. I bake pork fillet in a cocotte maker with amazing results. The same result can be achieved using a rotary nozzle.

— What innovations do you propose to use when organizing a warehouse?

— Almost every direction in which we work and represent our foreign partners in Russia has its own successful innovations and technologies that are already successfully and effectively used all over the world, but for a number of reasons are not so widespread in Russia. For example, if previously only forklifts from various manufacturers were used everywhere for transporting and storing cargo, now many clients understand that it is more efficient to use their own warehouse equipment for each type of cargo. If the client is interested in the task of not just storing cargo, but achieving maximum returns from his warehouse, we will offer, perhaps, the best innovative warehousing solution to date - KARDEX automated warehouses. — What significant moments in the development of the company can you highlight?

— In the development of a company, perhaps every day of work, every client is very important. A house is built from individual bricks, and a company is the work of many people united by one goal, to achieve a positive financial result. This is only possible with gaining experience in daily work. Life does not stand still. Thanks to the crisis, we learned a lot, began to work better and more efficiently, and reduced unnecessary ballast: “pseudo-specialists” and “babblers” that are present in any company.

— How did the crisis affect you, as well as the industry as a whole?

— I won’t hide the fact that it significantly crippled the market. We estimate that sales fell by more than 50 percent in 2009! But in 2010 they began to grow again, which is associated with the revival of industry and trade in Russia. The rise is also confirmed by the latest international industrial exhibition ITFM, which was held for the first time in Russia, where Innovation and Technology Company CJSC successfully participated in the CEMAT section: Warehouse systems. Warehouse equipment. Warehouse automation. Visitors showed great interest in the products of our partners, which were presented at our stand. This is the largest side loader from BAUMANN S.r.l. at the exhibition. (Italy), automated storage systems KARDEX (Switzerland), industrial plastic containers LINPAC ALLIBERT (Germany), special equipment HUBTEX and Genkinger-Hubtex (Germany), an absolute hit, new on the Russian market, mini loaders KRAMER ALLRAD (Germany).

— What sets you apart from other market participants?

— I’ll answer briefly - our people, our approach to work and our results... We have a very friendly team, the main thing that the “Company of Innovation and Technology” has is its people. We value each of our employees. Therefore, it is no coincidence that people who start working for us stay for a long time. On average, our team consists of young, successful, purposeful people who are not afraid of difficulties, know how to overcome them and understand that there is still a lot to overcome in order to be successful and remain successful.

— How high is the competition in the warehouse equipment market, and what changes have occurred in it during your work?

— Competition is the engine of trade. Without it, movement will slow down. And so, whether we want it or not, everyone has to move... and movement is life. Of course, competition in the field of warehouse equipment is very high, but it is also changing. If, say, 10 years ago the main question the client had was “How much does this forklift cost?” Now they are increasingly asking: “How much can we earn using your equipment and machinery?”

I would also note that the competition has become more qualitative, the client evaluates all the parameters of possible cooperation. Right down to how service and spare parts will be supplied. And here we use innovative approaches, for example, for clients who are interested in round-the-clock serviceability of loading and warehouse equipment, we offer full service or full technical maintenance. — The equipment you offer is foreign. What about Russian technology?

— All our activities involve long-term cooperation with our suppliers; as a rule, all our suppliers are world-famous companies in their segment of activity. We attach great importance to the words quality and performance. Therefore, the choice fell on these companies. In addition, only market leaders have modern innovations and successful technologies; all other manufacturers “successfully” copy their products.

As a rule, all of KIIT’s partners are, indeed, foreign manufacturers. The experience of working with Russian companies boils down to one thing - this is a lower price (and not by several times). However, it does not cover the numerous disadvantages and the complete lack of innovation and technology in the product.

But there's nothing wrong with that. Now many foreign automakers have begun to build their automobile plants in Russia, where a variety of warehouse equipment is required. I think this will push domestic manufacturers to catch up to the world level. However, there is already progress here. For example, if we take warehouse racks, then almost 90 percent of all racks are already produced in Russia under various global brands. By the way, many car factories in Russia are our regular customers. The latest new Hyundai automobile plant in St. Petersburg, where right in production, in the stamping shop, an automated KARDEX MEGAMAT warehouse was installed for storing small parts, spare parts from dies and machine tools.

A shoemaker should make boots, not treat teeth. Our solutions for Russian manufacturers help them work more efficiently in the sector where we are truly competitive. Our clients are leading Russian companies: space engineering, aviation industry, nuclear industry, electronics, automotive industry, mechanical engineering - we have regular clients in each of these industries.

— What changes await us in the warehouse equipment market in the future? For example, today there are automatic warehouses, but what will be added to them tomorrow?

— Human thought has no barriers, so what yesterday seemed like science fiction is now used everywhere. If we take warehouse machinery and equipment, then, of course, like everything else in the world, this segment will develop towards computerization. We are already offering fully automatic forklifts, robocars ROCLA AGV - these are automated electric forklifts that provide operations for moving goods without driver participation (based on ROCLA HUMANIC reach trucks) with a lifting capacity of up to 5 tons and a lifting height of up to 8 meters. Already now we can offer the client a fully automatic process of work in the warehouse and production, including all processes of moving goods to automatic storage in KARDEX automatic warehouses. What will be added to this tomorrow? Probably more speed, more efficiency, more automation of all processes. At the same time, you and I will also develop in order to be able to use all this correctly, otherwise it will be the planet of Zhelezyaka again...

— Are you going to explore new markets, new directions?

— We, of course, do not stand still, we try to comprehensively solve the problems of our clients. Now we completely close the meaning of the word loader - a lifting vehicle that lifts and transports loads using a fork.


Since July 2010, we began to actively promote, in addition to forklifts, side loaders, mini-loaders and construction equipment KRAMER ALLRAD (WACKER NEUSON concern). During the international construction exhibition BAUMA 2010 in Munich, a decision was made on joint cooperation, and already in June the corresponding dealership authorizations were signed and the first loader was shown at the ITFM industrial exhibition in early October 2010 in Moscow.

But as with other companies, we do not count on immediate returns; we place more emphasis on successful long-term relationships. The legendary KRAMER front loaders are well known in the world, but not so much in Russia yet. They are higher in class than many competitors, are in the premium construction equipment segment, and, what is important for us, have a large “baggage” of innovations and technologies that we are ready to provide to our customers throughout Russia.

— Where do you see your company in 5 years?

“Over the years, each of us understands that everything is good in moderation. This is also important for the development of the company. With the growth of the economy, it is simply necessary to grow dynamically - to develop intensively. During periods of crisis, the best way for development is to maintain positions; this is an extensive type of development.

As for us, in the future the Innovation and Technology Company plans to work to improve service and improve the quality of goods and services provided. We do not set ourselves the goal of occupying a certain market share by such and such a year. The main thing for us is to successfully emerge from the stage of stagnation and crisis, to offer clients effective logistics solutions that can become the foundation of our long-term successful cooperation for decades.

Vacuum marinating unitCookvak. This is a unique invention of Spanish chefs: a compact device for preparing food and soaking it in a liquid medium in a vacuum. Cookvak is a vacuum cooker that artificially creates low pressure in the absence of oxygen, which significantly reduces the temperature of frying or sautéing while preserving the texture, color and nutrients of the product. In the Cookvak device you can fry at a temperature of 90°C, which increases the shelf life of the oil by 7 - 8 times.

Homogenizer companyPacojet(packojet). The essence of the device is that the product, placed in a special container, is frozen to a temperature of -20-22°C. Then the container is connected to the pacojet, while the product is crushed and whipped into a homogeneous mass with a consistency corresponding to sorbet. Using this device, adherents of “molecular gastronomy” prepare ice cream with the taste of borscht, crab and other products. Pacojet can also be used to prepare various pureed soups.

The manufacturer's know-how lies in the special strength of the design of the chopping knives and the highest processing speed necessary to ensure that the product does not have time to defrost and thaw. Otherwise, the device resembles the design of the well-known culinary blender.

Dewar flask– designed for storing and freezing culinary products in liquid nitrogen. If you keep the product inside a Dewar flask, the tissues and cells of the product are frozen so much that they become extremely fragile when in contact with oxygen. This occurs due to the fact that during freezing, nitrogen displaces atmospheric air, filling the intercellular space. Products completely frozen in liquid nitrogen will disintegrate into tiny particles in 20-30 minutes.

Thermomixer is a mini-boiler for cooking with a mixing function. The uniqueness of the device is that the design of the thermomixer knives allows you to process both frozen foods and products with a delicate structure, for example, boiled pasta. The thermomixer bowl heats up to 120°C, which allows you to melt butter, chocolate, caramel, as well as prepare sauces, puree soups, mousses, pastes, and fondants. The device carries out the following operations: boils, prepares emulsion mixtures, homogenizes, sautes, blanches, grinds, stews, caramelizes.

Termomix technology is the mixing and chopping of dish components under constant heating.

Device for creating aroma (Aromasmoker) makes it possible to add any flavor to dishes at low temperatures without smoke formation or at high temperatures with smoke formation. By adjusting the knob, you can create any temperature. You can vaporize various herbs and spices, as well as, for example, beech leaves, adding 1-2 drops of essential oil. When the required temperature is reached, the herb disc should be filled to half its volume with dry and finely chopped material. The filled disk is placed into the machine and the expected result is immediately obtained.

Aroma distiller– an installation for separating a mixture of volatile liquids into its components by evaporation using heat, followed by condensation of the resulting vapors. The process is based on the varying ability of substances to transform into a vapor state depending on temperature and pressure. Scientific gastronomy uses the distillation of aromatic substances at very low pressure. The evaporated liquid moves from the heated vessel into a spiral tube, where it cools and enters the storage flask. For example, when heating strawberry puree with the addition of cayenne pepper in the flask of an aroma distiller (temperature 60°C, heating time 120 minutes), an aroma extract is obtained that can be added to pastry cream, fruit salads, drinks, etc. The shelf life of the extract is quite long, since prolonged heating at pasteurization temperature helps to destroy pathogenic microorganisms.

Smoke apparatus (Jetsmoker). The device is filled with a special powder and turned on. After a while, smoke will come out of the tube. They can fill the space above the dish under the lid and give the dish a unique taste.

pH – kit. It can measure the exact pH value of a dish or individual ingredients. This is especially important for gelling processes. Deviations in pH in one direction or another can have negative consequences.

Tool for forming “eggs”. This is an eight-fold syringe. With its help you can produce 8 eggs at once.
