Some educational institutions conduct internal tests: for them, the Ministry of Education has set its opening date for admissions committees - July 10.

The procedure for admission to the correspondence department does not provide for specific deadlines, so universities make their own decisions, which they inform applicants in advance through information stands and their official websites.

How and when to apply to the university

You can submit documents to the admissions committee in person, send them by mail, fill out an application online, or simply indicate in the application when, where and for what scores the exam was passed.

The university itself will check the accuracy of this information and, if everything is confirmed, will allow the applicant to participate in the competition for admission. It is necessary to provide the originals of the certificate and certificate of passing the Unified State Exam only before signing the rector’s order on enrollment.

How many universities can you apply to?

An applicant has the right to apply to five universities for 3 areas of study in each - that is, apply for 15 budget places. You can apply to one faculty for full-time, evening and part-time study at once, and to another - for daytime and evening study. Or choose five faculties, but all with full-time education.

Winners and prize-winners of Olympiads for schoolchildren (university or All-Russian), who earned a benefit upon admission, will be able to use it only once this year. That is, to one university for one direction, and to all others - based on the results of the Unified State Examination, like ordinary schoolchildren.

To the Unified State Exam, in addition to your passport and pass, you are allowed to bring several black gel pens, a bottle of water and a chocolate bar. It is useful to have a watch on your hand to keep track of time. It is better if they are mechanical; examiners may have questions about electronic ones.

You are allowed to take a ruler for the math exam, and a ruler and a non-programmable calculator for physics, chemistry and geography exams. During the chemistry exam, you can also use the periodic tables issued by the organizers and the solubility of salts, acids and bases in water, as well as the electrochemical voltage series of metals.

Applicants will have to provide mobile phones before the exam.

Military university

To become a career military officer, you can only apply to one military-related institute or university. In addition, in addition to the Unified National Examination, you will have to take physical fitness exams, undergo a medical commission and psychological testing.

If you were unable to get into a military university, so as not to miss a whole year, you can apply to a civilian university where there is a military department, or serve in the army, and then try your hand again.

Children of military personnel who have served for at least 20 years have benefits when enrolling in military universities. There is no competition for children who do not have parents, and for applicants who took part in hostilities.

What score can you get in with?

The Ministry of Education reports that in 2016, passing scores for universities will increase, despite the fact that the essence of the entrance exams themselves will not change much. Mainly, increased requirements should be expected in such disciplines as mathematics, social studies and foreign languages.

According to Rosobrnadzor, in 2016 the passing score in mathematics will be increased from 24 points to 27, in foreign languages ​​the scores will increase from 20 points to 22, and in social studies - from 39 points to 42.

The remaining disciplines will remain unchanged compared to last year. Thus, in the Russian language, biology, physics and chemistry there will remain a minimum of 36 points, in geography - 37 points, in history and literature - 32 points and 40 points in ICT and computer science.

Thus, applicants who were unable to score the specified points in the selected subjects do not have the right to apply for admission to the university.

It is also worth noting that in addition to passing the Unified State Examinations, you can receive an additional 20 points for an essay or other achievements during the period of study. Practice shows that every increase in the requirements for future students to pass exams does not give very good results.

Who can enroll in Russian universities and how?

In 2016, the number of universities to which citizens of 198 countries around the world will be able to enroll under a quota will be more than 500. In addition to foreign citizens, stateless persons, as well as compatriots living abroad (excluding Russian citizens), can also become applicants.

The main innovation in the new year concerned the application acceptance procedure. Russian universities offer several training options. This can be full-time - all classes are held during the day, with students in person at the university. There is full-time and distance learning - it involves classes in the evenings on weekdays and during the day on weekends.

There is also a correspondence form of study - students attend a course of introductory lectures, after which they study at home according to a specially designed program, then come to the university to take tests and exams.

Levels of higher education also vary: you can study in bachelor’s, specialist’s, master’s, postgraduate programs, professional retraining and advanced training programs, and also come to study the Russian language.

Foreigners, like Russians, can study at higher educational institutions in Russia at the expense of the Russian government budget or on a commercial basis.

Free education

There are three options for admission to budget places financed by the Russian government. In particular: candidates can become the winner of one of the Olympiads held in Russia or abroad; pass the Unified State Exam or entrance exams; pass a competitive selection for state scholarships (quota).

Over the course of three years, 15 thousand quotas for free education at Russian universities have been distributed among foreign applicants.

The state scholarship includes: free training for the entire period in the chosen specialty; monthly stipend (during the entire period of study, regardless of the candidate’s success). In 2015, it was about 1,300 rubles (about $26) per month; provision of a hostel (if the university has premises).

Foreign students (with higher education) undergoing internships under additional professional education programs (professional retraining or advanced training) are not paid a monthly stipend, but are provided with a place in the dormitory of the educational institution.

The selection of foreign applicants is carried out by Rossotrudnichestvo through a network of its representative offices, as well as through Russian embassies abroad.

Commercial training

If a foreign citizen is not offered a quota within the recruitment of 15 thousand applicants, he will be offered to study at Russian universities under a contract.

Taking into account the fact that the cost of training in many universities is relatively low (in a significant part of universities it is 1000-1500 euros per year), many will be interested in this format.

If they have their own funds for education, applicants can choose the educational institution they like and contact its representatives. Most often, universities ask you to send your initial application by email, accompanied by the relevant documents.

How to submit documents

Initial application indicating the desired specialty and level of existing education; a copy of the education document listing subjects and grades (with translation into Russian); copy of ID; a completed application form (the form is issued by the university or the Rossotrudnichestvo representative office); photographs (on request).

All documents must be translated into Russian and certified in the prescribed manner (notary or at the consular department of the embassy).

A medical certificate of the established form must also be presented stating that there are no contraindications for studying in Russia with a note on the results of an HIV test (or a medical certificate) and a photograph of the established sample.

After the applicant passes the competitive selection, he must receive an invitation and apply for a study visa.

How to get a study visa

Applicants from countries that have a visa-free regime with Russia need to present a foreign passport to enter its territory. In other cases, to enter the territory of Russia, in addition to an identity document, you must present a student visa.

To apply for a study visa, you will need an invitation. Invitations for foreigners are issued by the Ministry of Foreign Affairs of Russia (MFA of Russia) and the Federal Migration Service (FMS of Russia).

Applicants sent to universities based on the results of competitive selection for state scholarships (quota) receive visas as directed by the Ministry of Foreign Affairs. At the Rossotrudnichestvo representative office they are given a six-digit invitation number, which they call when submitting documents for a visa.

If the applicant entered the university on a general basis or on a commercial basis, then the university will send him an invitation. When applying for a visa, you will need the original of this document.

The most important thing about documents

If you have prepared for admission in advance, then the meeting with the admissions committee will take you 10-15 minutes, not counting the possible queue of people who want to become your classmates and friends at the university. For regular public and private universities, a standard package of documents is required:

  • statement;
  • copy of the passport;
  • a copy of the certificate with an attachment.

In 2019, the Unified State Exam results of 2015, 2016, 2017, 2018 and 2019 will be valid.

Some universities may require a medical certificate 086/у. The need to provide it, as well as the list of other documents, can be found on the official website of the university.

Also collect documents that will confirm your benefits upon admission, if any. You must bring the originals of these papers to your chosen university. This rule applies to all beneficiaries, target recipients, winners of Olympiads and specialized professional competitions.

  • winners and prize-winners of the All-Russian Olympiads for schoolchildren;
  • gold medalists of the Olympic, Paralympic and Deaflympic Games;
  • world or European champions in any sport;
  • members of Russian teams of international Olympiads in general education subjects (specialized areas).

Athletes can only enroll in areas of study related to physical education and sports without entrance examinations.

Changes 2018

This year has not brought global changes to the procedure for admission to higher education institutions, but some amendments are worth taking into account when preparing. What's new?

  • Universities will independently determine the requirements for applicants with vocational education diplomas (college, technical school). Applicants will undergo entrance tests at the educational institution.
  • The total number of competitive places for distance learning will decrease.
  • You can now receive up to 10 points for various achievements during your schooling and sports career (in 2017 - up to 20).
  • Victories and prizes in All-Russian Olympiads will provide benefits for 4 years. Win the Olympiad in the 9th or 10th grade and don’t think about future admission at all.
  • For another year, Crimeans can take the all-Russian test or undergo special entrance tests at universities upon admission. In 2019, Crimean schoolchildren will also begin taking the Unified State Exam.
  • One of the main changes in the process of admission to higher education institutions will affect target students. Now the contract will be concluded between the applicant, the university and the employer. Previously, only the applicant and the university were involved in this scheme. After successful training, the applicant is required to work for three years in the organization that issued the referral.
  • Universities will themselves determine how many additional points an applicant will receive for an essay (1-10).
  • Applicants who have chosen the direction “Intelligent Systems in the Humanities” will take mathematics for any chosen period of study.

Typical mistakes and questions for applicants

What should you do if you entered the university of your dreams in the second wave, but have already transferred the originals to another educational institution?

So, you entered one of the universities, took the original documents there and calmed down. You open the website of the desired educational institution and see that your name is already on the list of those recommended for admission. What to do?

Assess the deadlines for submitting originals and your position in the ranking. Filling out the expulsion order and collecting documents from the first-wave university will take about a day, after which you need to transfer the original documents to the new university and have time to submit an application for consent to study. You should have at least 2-3 days for the re-entry process.

Take action! Some universities deliberately, although they do not admit it, delay the issuance of originals. Especially if the educational institution is not very popular, and you have good results. Therefore, do not tell the admissions committee about your dream. Say that there are family circumstances, that’s why you are taking the documents.

Every year, thousands of graduates leave Russian schools, most of whom (about 70%) are aimed at entering universities. This is a complex and very responsible process that requires careful preparation and scrupulous study of the rules and procedures of the introductory campaign.

What changes have been introduced?

Since 2016, enrollment in Russian higher education institutions has been regulated by Order No. 1147 of the Ministry of Education and Science.

Timing of the introductory campaign

The deadlines for submitting documents have been changed. Universities begin accepting applications on June 20 (no later than this date) and end on July 26 for those who apply only based on the results of the Unified State Exam or outside the competition. If the specialty requires passing additional creative or professional exams, then the period for submitting documents is reduced, but ends no earlier than July 7. Applicants applying for internal tests (college graduates; those who passed the State Examination) can submit applications until July 10.

The procedure for admission to the correspondence department does not provide for specific deadlines, therefore, in this matter, universities make their own decisions, which they inform applicants in advance through information stands and their official websites. Typically, applications from future part-time students are accepted after the first wave of full-time enrollment - from August 3 to 16, but often the dates are shifted until the beginning of September. If you immediately decide to study part-time, then you can also submit your application from June 20, without waiting for the ranking lists of applicants for free full-time study places to appear. Later, paid students also submit applications - universities themselves set specific dates, usually the end of accepting applications from those wishing to study under contracts is August 26.

Unified State Exam, additional exams and portfolio

  1. Professional or creative tests. Some educational institutions received the right to organize additional exams aimed at identifying the professional suitability of applicants. Since 2016, new requirements have been introduced for 64 specialties. Among them were not only creative fields, but also medical, pedagogical and philological professions. Universities can annually change the form of testing (interview, passing standards, testing, etc.). At the same time, all educational institutions announce the new admission rules in advance (before October 1 of the year preceding the start of the admissions campaign) and provide clear instructions for their implementation.
  2. Opportunity to earn extra 10 points for an essay. Now universities are given the right to independently decide on the number of points awarded for an essay. Year 11 students take this test in December and those who fail the exam are given two additional attempts to retake it. Next, all essays are placed in a special database, to which any university in the country has access. Upon admission, the graduate can attach his essay to the general package of documents, which will be checked by representatives of the institution. As a result, they can add an additional 10 points to the total USE points.
  3. Additional specialized exams. These are internal tests in disciplines included in the list of Unified State Exam subjects (as opposed to professional and creative tests, which are not carried out in subjects of the Unified State Exam). But there are not so many universities throughout the country that have the right to conduct them: these are Moscow State University and St. Petersburg State University (their privilege is secured by the law on education) and universities, the list of which is approved by the Government of the Russian Federation. Now there are 4 of them: MGIMO, Moscow State Law Academy named after. Kutafin, MSLU and NGLU named after. Dobrolyubova. Other universities and institutes conduct exams in Unified State Examination subjects not in addition to the Unified State Exam, but instead of it - for those who have passed the State Examination or are entering after college, and also intend to receive a second higher education (accordingly, already have a university diploma).
  4. Changes in the Unified State Examination in mathematics. Since 2016, school graduates have been given the right to independently choose the type of exam in mathematics, which can be basic or specialized. If an applicant chooses a specialty that requires results in mathematics, then he is required to pass the specialized Unified State Exam. If his future profession does not involve passing this discipline, then he only needs to pass the basic exam.
  5. Exclusion of the test part for a number of subjects. The Ministry of Education has excluded the test part from the Unified State Exam in social studies, geography, history and computer science. Previously, the same rule was applied to the Russian language exam: the need for this change is due to the fact that many examinees assign answers at random, and now, in the absence of such an opportunity, graduates approach preparation for the Unified State Exam more seriously.
  6. Opportunity to retake the Unified State Exam. The Unified State Examination in compulsory subjects can be retaken during the year (in additional terms), the Unified State Examination in elective subjects - only the next year.
  7. Dormitory information. A new order of the Ministry of Education obliges rectors of all universities to provide complete and open information about the availability of free places in dormitories. Previously, there were cases when the management of institutions, in order to attract a larger number of applicants, kept silent about the number of places in dormitories. Now such information must be disclosed without fail before June 1, which will give applicants the opportunity to choose the most suitable university.
  8. Applicant's portfolio. An innovation has also appeared, such as an applicant's portfolio, which can bring candidates an additional 10 points upon admission. The following conditions will be taken into account:
    • having a certificate with straight A's in all subjects;
    • participation in international and all-Russian school Olympiads;
    • having the title of World, European or Olympic (and Paralympic) Games champion;
    • taking active part in volunteer programs;

Rules for admission after college

Applicants who have graduated from colleges, technical schools and vocational schools can enter universities based on the results of internal exams of the educational institution and the Unified State Examination. The decision on which path to choose is made by the candidate for student status - universities cannot insist on any option.

Since 2016, all college graduates are enrolled in universities as first-year students, but can enter into an agreement on accelerated study of the university program if they entered a bachelor’s degree in a specialized specialty: the duration of their studies will be shortened by re-counting previously passed disciplines.

In the new academic year, schools will graduate more than 20 thousand potential applicants, who in June will begin storming the doors of selected universities to continue their education. For parents, the responsible time is coming now: it is important to understand not only where your child will go, but also how this process occurs. This problem is becoming especially relevant today, when the Ministry of Education of the Russian Federation has seriously changed the rules regarding admission to higher educational institutions.

Features of the 2016 introductory campaign

Instead of two waves of enrollment, the process now takes place in two stages: in the first, graduates who immediately brought original documents will compete for 80% of the places; at the second stage, the competition will be for the remaining 20%, and during this period there will be especially tough competition - applicants with the highest scores will compete for the best university, seriously increasing the competition. According to the Ministry of Education, this will make the choice of educational institution and specialty more conscious on the part of graduates.

The essay will allow you to earn additional points upon admission

The current admissions campaign has significantly increased the value of a secondary education document: you need to look at the passing score at the universities of your choice and realistically assess the possibility of getting into them. In addition, applicants will receive innovation in the form of additional essays and portfolios, for which the university can award points. The list of innovations does not end there! Let's look at the most fundamental differences to help 2016 graduates avoid unnecessary difficulties:

  1. Changing the deadlines for submitting documents to the university. So, this year they have moved slightly - only by one day - however, it is worth monitoring the situation in advance so as not to miss the moment of the beginning and end of filing documents.
  2. Opportunity to receive extra points for essays. The essay, which is carried out on the basis of the graduating school, makes it possible to earn 10 bonus points. Let us recall that the norm was introduced in accordance with the order of the President of Russia, as admission to. Year 11 students take this test in December. Failed students have 2 more attempts (at the end of winter and in mid-spring). Ultimately, the essays are placed in a database to which all universities in the country have access. Before entering a university, a graduate can indicate that the essay is included in the submitted documents. After checking the essay, university representatives can add another 10 points to the future student’s Unified State Examination score.
  3. Opportunity to enroll without exams. According to the current state of affairs, students who have become prize-winners and winners of Olympiads included in the list approved by the Ministry of Education and Science of the Russian Federation can apply for admission to a university without entrance examinations.
  4. Points for individual achievements. Applicants can earn 10 points for personal achievements. This category includes obtaining a school certificate with honors, science Olympiads, sports achievements and volunteering.
  5. Additional exams and interviews. Some universities are given the right to conduct additional tests for applicants. For example, this year additional exams were introduced in 64 specialties, including not only such familiar “creative” professions as urban planning, design, acting, choreography or directing, but also pedagogy, some medical fields, philology, etc. d.
  6. Additional exam in a core subject. Some universities also received the right to conduct another specialized exam. For example, in 2015 there were only two such universities in the capital - Moscow State University and MGIMO - but in 2016 the list may expand.
  7. The maximum score will be higher. The maximum number of passing points that a graduate can score after passing three subjects with all additional “bonuses” will now be 320 points instead of the previous 300.
  8. Graduates of colleges and technical schools lost the right to preferential admission. Applicants who have secondary vocational education will be admitted based on the results of entrance exams (test, written work or interview). Applicants who have graduated from college or technical school can only enter the first year. An exception will be those who apply for a bachelor's degree in the corresponding profile - for such applicants, the period of study may become somewhat shorter due to the re-crediting of previously passed subjects. Let us recall that before the new regulations on admission to universities came into force, those who received specialized secondary education entered their specialty without a single state exam, and their subjects were compulsory.

The order of the Ministry of Education and Science of the Russian Federation defines a list of entrance tests for admission to educational programs of higher education - bachelor's degree programs and specialty programs. (Complete list).

In this case, the results of the Unified State Exam in the Russian language and in the relevant subject for the given specialty must be taken into account. Universities are given the right to choose one more third exam from several recommended for a given specialty.

Two universities - Moscow and St. Petersburg State Universities have a special status. These universities have the right to independently decide to conduct one additional entrance test of a profile focus when admitting them to undergraduate programs and specialist training programs.

By order of the government, the right to conduct their own entrance examinations for certain specialties may be granted annually to some more universities. The form of these exams (written, oral, testing, interview) is determined by the university.

Additional tests may also be conducted by universities when applying for creative and sports majors. Some entrance tests may be considered by the university on a pass/fail basis, while others may be considered competitive. Universities must determine the final list of entrance examinations and admission conditions by February 1 of the current year.

Admission to universities without entrance tests

Without entrance examinations (Unified State Exam results), only winners and runners-up can enter the university final stage All-Russian Olympiad for schoolchildren, members of Russian national teams that participated in international Olympiads in general education subjects, for training in areas of training (specialties) corresponding to the profile of the Olympiad.
