Everyone is constantly arguing whether it is possible to do without this humiliating procedure in principle. And, as usual, there are two answers here - yes and no. It depends on your luck: some houses can be “transferred” to other power sources, while others cannot. Some houses are designed in such a way that until the pipeline is checked, they cannot be connected. The duration of these planned outages may be reduced; many management companies are finding ways to reduce this period to 2 days. But, definitely, increasing the work period is illegal, and in this case you need to contact the Rospotrebnadzor office.

Do you have to be notified of the outage?

For each outage - for an hour or for a day - the conditions must be met housing code and clauses of the provision rules utilities, including - “Rules for the provision of utility services to owners and users of premises in apartment buildings and residential buildings.” You must notify! DO I NEED TO PAY?
During the period when hot water is turned off, you, of course, do not need to pay for it. And if utilities have exceeded the permissible shutdown period, then the consumer has the right to compensation. So, for each hour of excess the amount of payment for billing period decreases by 0.15%.

  • If hot water is turned off during the summer, the payment will be withdrawn in full. Actions of residents in the absence of hot water supply

Methods for shutting off water supply

Responsibilities of the water utility

Main normative document regulating the relations between the subjects of the process of providing hot water supply is the Decree of the Government of the Russian Federation “On the provision of utility services to owners and users of premises in apartment buildings and residential buildings» from 05/06/2011 No. 354. According to this resolution, namely Appendix No. 1, a list of situations is established when utilities can be disconnected:

— Allowable duration of interruption in cold water supply: 8 hours (total) for 1 month; 4 hours at a time, in case of an accident in centralized networks cold water supply in accordance with the requirements of the Russian Federation on technical regulation (SNiP 2.04.02-84).

— Allowable duration of hot water supply interruption: 8 hours (total) for 1 month; 4 hours at a time, and in case of an accident on a dead-end main - 24 hours, the duration of the hot water supply interruption associated with repair and maintenance work is carried out in accordance with the requirements of the legislation of the Russian Federation on technical regulation (SanPin 2.1.4.2496-09).

— Allowable duration of water supply interruption: 8 hours (total) for 1 month; 4 hours at a time (including in case of an accident).

— Permissible duration of gas supply interruption: no more than 4 hours (in total) for one month.

Implementation state control compliance of residential premises, quality, volume and procedure for the provision of utility services, regardless of the form of ownership, is carried out by executive authorities of the constituent entities of the Russian Federation (in accordance with Article 13, Article 20 of the Housing Code of the Russian Federation). Control over compliance with the procedure for the provision of utility services is carried out by executive authorities of the Russian Federation, executive authorities of constituent entities of the Russian Federation and local government bodies within their competence.

Who should be held accountable for these violations?

3) In the case of direct management, in accordance with Article 164 of the Housing Code of the Russian Federation, each owner independently enters into an agreement for the provision of hot water supply.

Without warning, utility services can turn off the cold water supply to the entire house only in two cases:

  1. if there is a threat of an accident on equipment or water supply networks;
  2. if there is an emergency or natural disaster.

But there are other situations when Vodokanal can turn off the water, namely:

  1. if the owner of the apartment or house does not pay for water supply. But the debt for utility bills must be at least 6 months. If the debtor has entered into a debt payment agreement with the company and repays it in established amount, then the company does not have the right to turn off his water. But you cannot violate the debt repayment schedule, otherwise you risk being left without water again. But you should know that this rule only applies to hot water.   2. if the fact of unauthorized connection of the consumer to the in-house engineering system has been revealed;
  3. if the service provider has received an order to stop water supply from authorized municipal or state authorities;
  4. if the communications in the consumer’s apartment are, through his fault, in poor condition. That is, if pipes are leaking in an apartment, then the owner of the apartment is responsible for this, and he is obliged to quickly eliminate this problem so as not to flood other residents. It is clear that in this case it will be necessary to urgently shut off the cold water riser.
