Since 2017, the rules for working with cash register systems have changed. Now sellers will have to work with online cash registers, which will transmit all information about payments to the Federal Tax Service in electronic form through a fiscal data operator.

New models of online cash registers (unlike EKLZ) have a fiscal drive. It stores all information about calculations and transmits it electronically through the fiscal data operator to the tax authorities. You can now use your own as a cash register mobile phone or tablet.

What do you need to operate an online cash register?

First you need to enter into an agreement with the Fiscal Data Operator. You must conclude an agreement before you decide to register the cash register with the Federal Tax Service. Before July 1, 2017, you will need to deregister the current cash register with the Federal Tax Service. Then find out whether it is possible to upgrade it or purchase a new online cash register. Then register the new cash register with the Federal Tax Service. Now this can be done via the Internet and even at any tax office.

You can find out whether your cash register is subject to modernization on the website of the Federal Tax Service of Russia in the section “ Cash register equipment", on the websites of the cash register manufacturer or service center.

The model of your online cash register must be indicated in the cash register register approved by the Federal Tax Service, and the cash register itself must be used at the place of settlement with the buyer at the time the payment is made by the same person.

How does an online cash register work?

The new procedure for using cash registers has changed the rules and procedure for working on cash register equipment. CCPs can now produce not only cash receipts, but also strict reporting forms.

The operating procedure of the online cash register involves issuing an electronic receipt and sending it to the buyer (to his e-mail or mobile phone). Now cash receipts will indicate the number of the fiscal document, the fiscal sign of the document, the shift number, serial number per shift, type of taxation and other details.

A mandatory element of a cash register receipt is a QR code, thanks to which any buyer can check the legality of the purchase being made. The cash receipt must be generated no later than 24 hours from the moment the report on the opening of the shift is generated.

Information about each punched check is stored in the fiscal drive. If your Internet suddenly goes off, you can continue to work on your cash register, making payments to customers. All data on settlements will be in the fiscal storage device, which will save all information for 30 days and, when communication is restored, will transfer it through the fiscal data operator to the Federal Tax Service.

After 30 days without communication, the cash register's fiscal drive is blocked.

How to use a new cash register

Before starting work, the cashier must issue a report on the beginning of the shift, and at the end of the working day - a report on closing.

As soon as the cashier punches the check, the check data immediately goes into the cash register’s fiscal storage device and is transmitted to the fiscal data operator (OFD) via the Internet.

The OFD sends a response to the cash desk about receiving the information and at the same time transmits the data to the Federal Tax Service. If your connection is lost, the data is stored in the fiscal drive for up to 30 days and sent to the OFD as soon as the connection is restored.

The OFD stores information about transferred checks for 5 years, after which it is destroyed.

Who can work without an online cash register?

Until July 1, 2018, online cash registers may not be used:

  • organizations and individual entrepreneurs performing work and providing services to the public, subject to the issuance of strict reporting forms;
  • organizations and individual entrepreneurs engaged in trading using vending machines (vending);
  • Individual entrepreneurs using the patent tax system.

Online cash registers will not be used for the sale of newspapers and magazines; valuable papers; travel documents; at markets, fairs and exhibition complexes; peddling trade; shoe repair; caring for children, the sick and elderly, and in many other cases.

In hard-to-reach areas, cash register systems may not be used, and in areas remote from communication networks, work on new cash registers is used without submitting fiscal documents to the Federal Tax Service.

To conduct business in the field of trade, according to the legislation of the Russian Federation, it is necessary to have a cash register that issues checks and stores information about the actions performed. This data must be transmitted to the tax office. Since February 2017, the Federal Tax Service has obligated most Russian entrepreneurs to install online cash registers. From July 2018, absolutely everyone must switch to working with such equipment. Faced with innovations, many asked questions about how an online cash register works, what it is and how it differs from conventional cash register technology. What is an online cash register

An online cash register is a cash register that is equipped with a built-in fiscal drive that is capable of transmitting information about financial settlements to regulatory authorities in real time. When a monetary transaction is made, the data is immediately sent to the tax service and stored on its computer servers. Such equipment only works if you have access to the Internet.

What does an online cash register consist of?

To understand in more detail the principle of operation of such equipment, you need to know what main components it consists of.

It is based on three parts built into the body with buttons on the outer surface:

  1. A device designed for printing receipts.
  2. Fiscal storage. It ensures the signing of checks, their encryption for the fiscal operator and decryption of data from him.
  3. LAN card. It provides the ability to connect the cash register to the Internet. It has special connectors for connecting cable or wireless Internet.

Working with online cash registers

Not everyone knows on what principle the online cash register works and how data is transferred to the Federal Tax Service.

How the online cash register works:

  1. The seller, calculating the buyer, enters the amount using the keyboard and presses a button to print the receipt.
  2. The amount entered in the receipt and other information related to the sale (name of product, quantity, etc.) are transmitted in encrypted form to the fiscal data operator. This is an intermediary with whom the entrepreneur enters into a service agreement.
  3. The operator checks the information and confirms its receipt.
  4. The fiscal operator sends the same information to the Tax Service, and it is stored there for at least 5 years.

The whole process takes a few seconds, as the system works automatically.

Important! The entrepreneur signs an agreement with the fiscal operator after purchasing the online cash register, when installing it. The service company must be accredited by the tax service.

Requirements for the online cash register

The Tax Service maintains a special register of online cash registers approved for use. This list can be viewed on the official website of the Federal Tax Service. IN this list included equipment that matches state standards. Entrepreneurs need to know the following when purchasing cash register equipment: modern requirements, which are presented to online cash registers in accordance with Article 4. Federal Law No. 54-FZ dated May 22, 2003 “On the use of cash register equipment...”:

  1. The case must have a serial number designation.
  2. A receipt printing device must be installed inside.
  3. The device must have a clock capable of displaying real time.
  4. The device must support the operation of the fiscal drive and the transfer of entered information to it.
  5. The device must support the function of generating fiscal documents in electronic form.
  6. The cash register must support printing paper checks (an exception for online stores, since they send checks in electronic format).

How do online cash registers differ from old-style cash registers?

The main difference between new generation cash registers is that they support the function of connecting to the Internet and transferring data from the fiscal drive to the tax service. But there are several more significant differences that provide them with advantages over old cash registers. A comparison of the differences is given in the table below.

How to use the online cash register

To start working with online cash registers, you first need to buy a device and register it with the Federal Tax Service. To avoid subsequent problems, it is important to understand how the process occurs and where to start:

  1. You buy a cash register that is included in the official register of online cash registers approved for use.
  2. You sign an agreement with a fiscal data operator accredited by the tax service.
  3. Register the model online through the OFD or Federal Tax Service website.
  4. Set up the device for operation (connect the Internet to it).

Step-by-step instructions for working at the checkout are as follows:

  1. The seller counts the amount of purchases, displays the total and receives money from the consumer in cash or non-cash form.
  2. The required amount is entered at the checkout.
  3. A receipt is printed and issued to the buyer without fail.
  4. At the client's request, the seller generates an electronic check.

At this moment, the fiscal operator receives information about the transaction performed, and then stores it on his server. Once a day, he transmits all data to the tax service.

How to receive an electronic check:

  1. The buyer provides information about the telephone number or address Email.
  2. An electronic receipt is generated and a link to it is sent to the buyer.
  3. The data can be decrypted by scanning the QR barcode contained in each receipt. To do this, a special application from the Federal Tax Service must be installed on your smartphone.

If an erroneous receipt is generated and it has already been printed, nothing can be changed. The data will be sent to regulatory authorities. In this case, it is necessary to complete a return operation, which is also transferred to the Federal Tax Service. Such erroneous receipts must be retained and submitted to the Internal Revenue Service upon request.

At the beginning of working hours, the cashier must open a shift by printing a shift opening report, which indicates the date and name of the cashier. Where can I get it?

So, we’ve roughly figured out what an online cash register is, now we need to answer another important question: where can I get it? Again, nothing complicated here. The process of acquiring a new cash register is no different from how entrepreneurs did it a year or five years ago. As mentioned above, the technical equipment of modernized cash registers is almost no different from old devices, with the exception of one device. Therefore, the only way to get a new online cash register is to simply purchase it.

We will not advertise individual services and companies involved in this, but just in case, we remind you that you need to remain vigilant in this matter and not fall for scammers. Buy goods from trusted sellers and study them carefully before paying. It is important that the documents for the cash register include the note “Complies with 54-FZ”.

The cost of online cash registers differs depending on the functionality, size and scope of application of the device. So, the minimum price starts from 13,000 rubles, the maximum cost is about 75,000 rubles.

Connection

Another important issue that cannot be ignored is connecting an online cash register. Instructions for this process are also described in regulations and is regulated by law, so there can be no exceptions or double interpretation. It is enough to follow a simple algorithm to do everything right.

Registration

After you have purchased a new cash register or upgraded an old one, entered into an agreement with the fiscal data operator, you need to go to the latter important step, which you can’t do without - registering an online cash register. What is it for? Since all sales data must be recorded by the government and be completely transparent, you are required to report it to the tax office. If earlier some operations could be hidden, now this is becoming almost impossible. Within a second after the sale of a product or service and the issuance of a receipt through online cash registers, the tax office will have this information in full.

So, to register your online cash register with the tax office, you can use two methods. The first is familiar, paper, bureaucratic. You need to go to the nearest Federal Tax Service office with the usual application. Service employees will review it within three working days and register the device. A sample application form can be found on the Internet or at the Federal Tax Service itself. However, in order to save time and nerves, it is better to use the second method - register a cash register via the Internet. To do this, you need to register on the official website of the Federal Tax Service, log into your personal account and fill out an electronic application, in which you should indicate the serial number of your cash register and fiscal drive.

Once the tax office has checked these numbers and verified their existence, it will issue you a special registration number that cannot be shared with anyone. It will need to be entered into the online cash register. This is done differently everywhere, so carefully read the instructions from the cash register manufacturer before trying to randomly enter numbers into the fields. It will contain special data that you will need to enter in your personal account on the tax service website separate field. This is a definite plus, because this approach almost completely eliminates the corruption component (tax officials will not be able to put pressure on you and demand money, attributing non-existent violations to your business).

For others, these benefits are not. This applies to those who are accustomed to working under illegal schemes, bribing government officials and hiding their real income. Everything must be fair, and the requirement to acquire online cash registers is another step towards bringing small and medium-sized businesses out of the shadow.

What happens if you don’t switch to an online checkout?

From February to July 2017, the number of online cash registers in Russia increased tenfold, but not all entrepreneurs managed to switch to new equipment on time. Moreover, many of them did not want to do this, and some businessmen who still have time until 2018 are even thinking about not switching to online cash registers. For this they will face punishment and penalties. If the offense is committed for the first time, the business owner will face a fine. For individual entrepreneurs, its size will be up to 50% of the profit received, but not less than 10,000 rubles, for LLC - from 75 to 100% of revenue, but not less than 30,000 rubles. In case of repeated violation (if the revenue exceeded a million rubles), you will be deprived of the right to engage in entrepreneurial activity for a period of 90 days. As for the use of cash registers with violations (for example, your cash register is not registered in accordance with the law, you do not have a fiscal drive, there are artificial failures during online payment, the cash register does not print receipts of the established form), for this you will face a fine of 1,500 to 10,000 rubles.

  • determine the total purchase amount based on the cash register indicator and tell it to the buyer;
  • receive money, clearly state its amount and place this money separately in full view of the buyer;
  • carry out an operation through an online cash register for the amount received;
  • name the amount of change due and give it to the buyer along with a check or strict reporting form.

There are two options for issuing a check or strict reporting form.

Firstly, on paper.

Secondly, in electronic form. The check is not printed on paper, but is sent to the buyer’s phone number or e-mail. This is possible if the buyer has provided such information before settlement.

At the end of the work shift, before the arrival of the cash collector, the cashier-operator generates a report on the closure of the shift on the cash register. Online cash register will automatically send this report to the fiscal data operator.

If the organization is small (with one or two transaction cash desks), the cashier-operator hands over the money directly to the collector.

After depositing the proceeds and completing the documents, the cashier performs between-repairs maintenance of the cash register, disconnects it from the network and closes it with a cover. Next, the cashier hands over the keys to the cash register and cash register to the head of the organization (his deputy, head of the section) for safekeeping against receipt.

What details does a cash receipt and BSO contain?

Requirements for mandatory details and a strict reporting form are listed in Article 4.7 of Law No. 54-FZ.

So, the check issued by the online cash register must indicate:

  1. place (address) of settlement;
  2. the taxation system that is used in the calculation;
  3. calculation sign:
  • receiving money from the buyer (client) – receipt;
  • return to the buyer (client) of funds received from him - return of receipt;
  • issuing money to the buyer (client) is an expense;
  • receipt of funds from the buyer (client) issued to him - return of expenses;
  1. name of goods, works, services, payment, payment, their quantity, price per unit including discounts and markups, cost including discounts and markups, indicating the VAT rate. Individual entrepreneurs, and the simplified tax system, unified agricultural tax or UTII (except for those that sell excisable goods) may not indicate the name of the product (work, service) and their quantity until February 1, 2021 (clause 17 of article 7 of the Federal Law of July 3, 2016 No. 290-FZ);
  2. the calculation amount with a separate indication of the rates and VAT amounts at these rates. An exception is made for non-payers of VAT or payers selling goods not subject to VAT;
  3. form of payment (cash or electronic means of payment);
  4. position and surname of the cashier who issued the cash receipt or who issued it to the buyer (client) (except for online payments);
  5. the address of the website of the authorized body on the Internet where you can check the authenticity of the check;
  6. telephone number or email address of the buyer (client), if he asked to send him a check in electronic form, or an Internet address where you can receive such a check;
  7. the email address of the sender of the cash receipt (strict reporting form) in electronic form, if the cash receipt (strict reporting form) was transferred to the buyer in electronic form.

According to the Federal Tax Service, a seller who uses an online cash register and has received an advance payment from the buyer must also issue him a cash receipt with the requisite “advance payment.” And then final settlement using the previously transferred advance, issue a cash receipt with the requisite “advance offset” (letter of the Federal Tax Service of Russia dated November 11, 2016 No. AS-4-20/21345@).

All details of a paper check must be clear and easy to read for at least six months from the date of issue of the check (Clause 8, Article 4.7 of Law No. 54-FZ).

Online cash registers do not cancel the use of strict reporting forms. However, from July 1, 2018, it is necessary to form a BSO not by printing, but only through cash registers (Clause 8, Article 7 of the Federal Law of July 3, 2016 No. 290-FZ).

Responsibility for non-use of CCP

Responsibility for non-use of cash registers is established by Article 14.5 of the Code of Administrative Offenses of the Russian Federation.

The amount of the fine depends on the revenue that was not recorded through the cash register (Part 2 of Article 14.5 of the Code of Administrative Offenses of the Russian Federation). So, for non-use of CCP you will be fined:

  • official - in the amount of 1/4 to 1/2 of the unaccounted amount, but not less than 10,000 rubles;
  • organization - from 3/4 to one size of the amount of the “unbroken” purchase, but not less than 30,000 rubles.

Repeated non-use of cash registers will be punished more severely only if the amount of payments “by the cash register” amounted to 1,000,000 rubles or more (Part 3 of Article 14.5 of the Code of Administrative Offenses of the Russian Federation).

An official may be disqualified for a period of one to two years, and the activities of individual entrepreneurs and organizations may be suspended for up to 90 days.

Responsibility for the use of a cash register that does not meet the established requirements, or the use of a cash register in violation of the procedure for its registration, re-registration and use, has been in effect since February 1, 2017 (Part 4 of Article 14.5 of the Code of Administrative Offenses of the Russian Federation).

  • adjust the date and time, check if the cash register is reset to zero;
  • before starting work, you need to knock out a couple of zero checks, checking the functionality of the printing mechanism;
  • at the end of the working day, reset the cash register and hand over the cash to the director.

How to work with CCP

Let's figure out how work with a cash register: step by step actions. First of all, turn on the device. Some devices are turned on by a button on the rear panel, some by turning the key to the REG position. The display should show zeros: this means that everything is working normally. The further algorithm of work looks like this:

  1. Authorization. Some cash register systems begin to work only after the employee is authorized. To do this, you will need to enter your service number and password or use a special card.
  2. The sale is carried out by entering the required amount. Enter the correct price for the item using the number keys. Then click the product classification button (usually they are divided into groups, for example: clothing, shoes, food). Some cash registers can read product barcodes, automatically knocking out the required amount. Then click the “Payment” or “Cash” button and the purchase will be completed.
  3. If you have any discounts on the full price, you can get them directly on the device. Enter it full price, then select a product category, enter the discount amount and click the “%” button (for example, 15%).
  4. If you need to enter multiple various items in one check, then enter their price and press the category key. Repeat this process until you have entered all the items, then click “Payment”.
  5. A zero check is issued simply by clicking on the “Payment” or “Cash” button.
