Registration is carried out at the Pension Fund Office of your district at the place of registration (see addresses of branches) and is mandatory. If there are no employees, then pay into the pension fund only for yourself; if someone does work for you, then you will have to pay for them too.

You will have to pay fixed payments to the Pension Fund, regardless of whether you are engaged in business or not, whether you have income or not. Payments to the pension fund must be made from January 1 to December 31 of the current year. You can pay for the whole year at once, or in installments. You can also make payments from the entrepreneur’s current account, if you have one.

It is possible to pay for the entire year at the end of the year. And paid receipts must be saved and presented (and their photocopies) to the regional Pension Fund office for reporting in the period from January 10 to March 1.

If, after registering an individual entrepreneur, you were not given a notice of registration with the Pension Fund, then 2 options are possible.

  1. Wait until the letter arrives in your mail. This usually takes from 2 to 4 weeks. Confirmation of registration (for yourself) will be the “Notification of registration of an individual in the territorial body of the Pension Fund of the Russian Federation at the place of residence.” You don’t actually need a letter, you just need a registration number and details for paying taxes.   2. Call the branch of your PFRF by phone or go to the branch in person.

Important! On May 2, 2014, a provision was adopted that abolishes the mandatory notification to the tax authority about the opening/closing of bank accounts.

Let's go in the Pension Fund as an employer

When an individual entrepreneur or the head of a peasant farm hires employees, he must register with the Pension Fund as an insurer. Now his responsibilities include paying insurance premiums for the employee.
If at state registration entrepreneur, his registration in the Pension Fund is carried out automatically, then the obligation to register as an employer lies with the entrepreneur himself or the head of the peasant farm. This must be done no later than 30 days from the date of conclusion of the first employment contract with an employee.

Documents you need to have:

  • documents identifying the policyholder and confirming registration at the place of residence (it is advisable to make a copy of both pages (for example, a passport) on one sheet);
  • certificate of registration with the tax authority in the territory Russian Federation(in the presence of);
  • documents confirming that an individual has an obligation to pay insurance premiums for compulsory pension insurance (employment contract, civil contract, the subject of which is the performance of work and provision of services, author’s contract, etc.).

Registration is carried out within 5 days.

From September 30, 2014, the period for registration and the period for deregistration of policyholders with the Pension Fund of Russia and the Social Insurance Fund has been reduced from five to three working days.

After registering as an insurer, the individual employer is issued a Notice of registration with the territorial body of the Pension Fund of the Russian Federation of the insurer making payments individuals.

Please pay attention! If you violate the deadline for registering as an insurer, you will be fined in the amount of 5,000 rubles (violation up to 90 days). And 10,000 rubles for violation for more than 90 days.

MHIF (Compulsory Health Insurance Fund)

To register with the Social Insurance Fund, an individual entrepreneur is given a period of 10 days after signing the first employment contract with an employee. Failure to comply with this deadline will result in a fine of 5,000 rubles.
To register, you must submit an application and the necessary documents (submitted in originals and copies or notarized copies):

  • application for registration as an insurer;
  • copy of passport (employer);
  • a copy of the certificate of state registration of an individual as an individual entrepreneur (OGRN certificate);
  • a copy of the certificate of registration with the tax authority (TIN certificate);
  • copies of work records of hired workers;
  • copies of civil law contracts if they contain conditions that the policyholder is obliged to pay insurance premiums for compulsory social insurance against industrial accidents and occupational diseases for the specified persons

If at the time of submitting the application a bank account was opened with a credit institution, you must provide a certificate from the credit institution about the specified account.

Registration takes no more than 5 working days and is issued Notification.
If individual entrepreneur carries out its business activities without using the labor of hired workers (does not enter into labor or civil contracts with individuals), then such an entrepreneur is not obliged to register with the Foundation.

Always check the current list of documents. You can find out this in your FSS branch (the coordinates are presented on the website in the lower right menu “Regional branches”).

On a quarterly basis, individual entrepreneurs must submit reports to the branches of the Fund at the place of registration in form 4-FSS RF or 4a-FSS RF (for those paying voluntary insurance contributions to the FSS RF) no later than the 15th day of the month following the expired quarter.

For violation deadline faces a fine:

  • 5% of the amount of insurance premiums subject to payment (surcharge) on the basis of this reporting, for each full or partial month from the date established for its submission, but not more than 30 percent of the specified amount and not less than 100 rubles;
  • 30% of the amount of insurance premiums payable on the basis of this reporting if reporting is not submitted for more than 180 calendar days;
  • 10% of the amount of insurance premiums payable on the basis of these reports for each full or partial month starting from the 181st calendar day, but not less than 1,000 rubles.

Removal from the register occurs upon dismissal of employees, expiration of employment contracts, or corresponding civil law contracts concluded with employees.

To be deregistered, policyholders must provide the following documents to the territorial body of the Federal Social Insurance Fund of the Russian Federation:

  • Application for withdrawal (download);
  • certified copies of documents confirming the occurrence of circumstances that are the reason for deregistration.

Register with RosStat
(Federal State Statistics Service)

This document is not mandatory. However, some banks and organizations require it. The tax office itself transmits the information there and must assign and issue codes to you. But you may never need the codes. Unless the individual entrepreneur falls under the sample and does not have to submit reports. The report is submitted to RosStat by March 2, once a year. You can find out if you are included in the sample as follows:

Deadlines for submitting documents

According to all the rules, the tax office and Rosstat must send notifications to individual entrepreneurs that he is obliged to register with the Pension Fund. However, it happens that such letters do not arrive or are not sent at all, so you should not wait long for them. Collect the documents and do everything without reminders.

You will have to register both as an employer (if you have employees) and for yourself. For this purpose, there are certain deadlines for registering an individual entrepreneur with the Pension Fund of Russia; their violation may be punishable by a fine of 5 to 10 thousand rubles. Compliance with them is especially important if you are an employer. Then the maximum period for submitting documents to the Pension Fund from the date of conclusion of the contract with your employee is 30 days.

And the Pension Fund has the opportunity to immediately submit documents to a “single window”, where they will be accepted for consideration by three organizations: the Pension Fund, the Social Insurance Fund (insurance) and the Federal Migration Service (medical insurance). This way you can at least halve the number of visits to the pension fund management.

Required documents

Below is a list of documents that an individual entrepreneur must submit to the pension fund. At the same time, it can be supplemented with other papers, for example, such as an application to the Pension Fund for registration of an individual entrepreneur.

You must provide photocopies of the following documents to register an individual entrepreneur with the Pension Fund:

  • passports, where the main page and the registration page must be made on one sheet;
  • USRIP, INN, OGRN;
  • SNILS (insurance certificate);
  • individual entrepreneur registration certificates;
  • a certificate confirming the registration of the individual entrepreneur with the tax authorities.

It also makes sense, if possible, to take all of these original documents with you in case you need additional copies. Review may take up to 5 days. After this, you receive a notification document about registration in the pension fund and details for which you need to deposit funds.

If you work for yourself, and no assistants are expected in the near future, then you can limit yourself to submitting documents as described above. But if you plan to hire assistants or remain only a manager, then you need to register the individual entrepreneur as an employer in the pension fund.

In this case, you should additionally submit a similar package of documents (copies listed in the previous section) plus the employment contract itself. You may have to visit the Pension Fund more than once for this purpose, since employees may change.

Notification of registration of an individual entrepreneur with the Pension Fund of Russia can be received when submitting documents in about half an hour or even less. In some cases, review may take up to several days.

Registration of individual entrepreneurs in the Pension Fund of Russia

Registration of individual entrepreneurs in the Social Insurance Fund

Currently, registration of an individual entrepreneur with the Fund social insurance carried out on a voluntary basis. But if an entrepreneur enters into an employment contract with an employee, then he is already obliged to register with the Social Insurance Fund. Responsibilities of an individual entrepreneur as an employer

It is also mandatory for a company to have a seal. Since its imprint may be needed on many documents and applications submitted to government agencies, it is worth making sure that it is already ready.   • TIN certificate;
  • Certificate.

You need to contact any company engaged in the production of seals with these documents, and by the end of the day you will have a ready-made sample. Responsibility for storing the seal usually rests with the head of the LLC.

Registration with the Pension Fund of Russia

Within one month after registration, you must submit an application to the Pension Fund with a request for registration and assignment of a contribution payer number. In addition to the application, you will be required to:

  • OGRN certificate;
  • TIN certificate;
  • a copy of the Charter;
  • information letter from State Statistics Service (with codes).

Within 24 hours you will be given a Notice of Registration and a letter with details for transferring contributions to the Pension Fund.

Registration of an LLC with the Social Insurance Fund

Since each enterprise conducts its own type of activity, the risks associated with labor protection can be completely different. The representative of the enterprise receives from the fund employees a notification of registration and the number of the payer of contributions.

Registration of LLC in the Compulsory Medical Insurance Fund

Since all powers of the Compulsory Medical Insurance Fund were transferred in 2011 Pension Fund, registration with the Compulsory Medical Insurance Fund is not required. This will be done automatically when submitting registration documents to the Pension Fund.

However, employees need to take out medical insurance policies (in order to receive free medical care). To do this, each employee enters into an agreement with any insurance company that issues policies for medical care.

Registration with Rospotrebnadzor

If a company carries out activities specified in Decree of the Government of the Russian Federation No. 584 of July 16, 2009, then it is obliged to notify the local authority of Rosprotrebnadzor about this.

Particularly if you are busy passenger transportation, hotel business, provision of household services, catering, wholesale and retail trade, production of wood products (except furniture), information technology, printing and publishing activities, as well as produce:

  • flour;
  • sugar;
  • milk and dairy products;
  • juices;
  • oil and fats;
  • soft drinks;
  • leather products;
  • textiles and knitwear.

In all these cases, you need to submit to Rospotrebnadzor:

  • letter of notification of the start of the relevant type of activity;
  • OGRN certificate;
  • TIN certificate;
  • letter with statistics codes;
  • Extract from the Unified State Register of Legal Entities.

Opening a current account for an LLC requires the manager to choose a bank that is convenient in terms of tariffs, services and location. The ability to quickly respond to business demands and unexpected situations may depend on this.

Opening an LLC current account

To open a bank account, the director on behalf of the company submits the following documents:

  • Charter and memorandum of association of the company;
  • OGRN certificate;
  • TIN certificate;
  • Extract from the Unified State Register of Legal Entities;
  • card with sample signatures;
  • rental agreement for premises or Certificate of ownership of non-residential premises;
  • order on the appointment of a director;
  • order appointing an accountant (if his signature is required as the second);
  • letter with statistics codes;
  • protocol (decision) on the creation of an LLC;
  • protocol (decision) on the assignment of powers to the director.

After opening the account, you will be given an agreement and a notice that needs to be sent to the tax office, the Pension Fund and the Social Insurance Fund.

As you can see, each body and fund issues its own notification, assigns its own account number, and registers the company in its database. It is clear that it probably could not have been otherwise, since each of them initially had their own tasks.

And a person acting as an accountant at an enterprise needs to be careful and careful so as not to get lost in this amount of information.
