The purpose of its provision is to support students in their mastery of the educational program.

However, this form of incentive is not available to everyone!

What it is?

This type of scholarship is one of the payment options available to full-time students only. In addition, social scholarships are issued only to those students who study with funds provided from the federal and/or regional and/or local budgets.

The procedure for issuing it regulated, first of all, by Federal Law No. 273-FZ “On Education in the Russian Federation” dated December 29, 2012. (hereinafter referred to as Law No. 273-FZ) paragraph 5 of Art. 36. The procedure for providing these payments in more detail was approved by the Ministry of Education and Science of the Russian Federation in Order No. 1000 dated August 28, 2013.

In this regulatory document, in particular, it is said that:

  • the amount of the scholarship is assigned by the educational institution, but taking into account the opinion of the trade union of this institution (if there is one) and the opinion expressed by the student council of the same institution;
  • in this case, the amount of the scholarship cannot be less than those established by the Government of the Russian Federation. These standards are set taking into account the current inflation level for each category of students and their level of professional education.

Payment amounts

  3. Social– for students whose grades in all subjects are only “4” and “5”. Its value is determined by the educational institution independently, based on internal documentation and the powers of the university within the framework of regional legislative acts in this area. However, it cannot be less than the basic scholarship.
  4. Increased social- This is the privilege of excellent students. As a rule, its size is equal to the minimum subsistence level in the region where the student is studying.

Thus, academic social benefits are guaranteed to the student in any case, even if the grades are not very good. But the possibility of increasing this amount will need to be confirmed namely, worthy academic results.

On increased scholarship Those categories of citizens who are brought up in a single-parent family, or one of the parents is a disabled person of group 1, are eligible.

At the end of each semester, academic performance is assessed, and if its result allows the scholarship to be increased without supporting certificates, this is done in automatic mode. All documents - about income, benefits - are relevant throughout the year. If a student takes an academic leave, accruals are suspended and will resume when he returns to study.

As for secondary specialized educational institutions, for them significant changes in the order of calculating scholarship payments and their amount did not happen. As before, in 2019 this amount will be 730 rubles monthly. Who is eligible to receive

Clause 5 of Article 36 of Law No. 273-FZ provides a large list of those persons who are entitled to this scholarship. These persons include, in particular:

This list is closed. But in addition to this list there are also two conditions, which determine the right to receive a social scholarship and must be observed at the same time:

  • full-time training;
  • and at the budget department.

If the above persons study in a paid department and (or) have an evening or correspondence course of study, then they do not have the right to count on social scholarship. However, when assigning a social scholarship to students, there are some nuances.

Nuances of assigning a social scholarship

Law No. 273-FZ provides for a case when a social scholarship can be paid in excess of the established standards. This case includes needy 1st and 2nd year students who study full-time, on a budget basis and receive higher education for bachelor's and specialist's programs. In this case, these persons must have grades in their academic performance of at least “good and excellent”. The social scholarship for such students is increased to 10,329 rubles (excluding the regional coefficient). And it is appointed based on the results of the interim certification.

But to receive this scholarship, you need documented prove financial position student's family.

If a student falls into pregnancy (before the child reaches the age of three), or takes an academic leave, then the payment of the social scholarship does not stop for this period. This is established in clause 16 of the Order of the Ministry of Education and Science of the Russian Federation No. 1000 dated 08.28.13.

Regarding receiving a scholarship nonresident students, then in Law No. 273-FZ and others adopted in accordance with it regulatory documents There is no restriction on receiving a social scholarship based on registration criteria. First of all, a scholarship is awarded from the date when the student submitted a document to the educational institution that confirms his compliance with one of those categories of persons specified in Law No. 273-FZ in Article 36. As soon as everything is collected, the social security authority issues a certificate for receiving a social scholarship, which is transferred by the student to his educational institution. As soon as the certificate is submitted, the scholarship is assigned. The basis for the actual payment of this income is the administrative local act, published by the head of the educational institution. The stipend is paid every month. But the validity period of the certificate confirming the right to a social scholarship is only for one year. Therefore, for the next academic year you will have to apply for it again.

It is worth noting that the scholarship can be terminated if the student is expelled or there is no basis for receiving it (i.e. a certificate from the social security authority is not presented).

What is a social scholarship

This type of scholarship is one of the payment options available to full-time students only. In addition, social scholarships are issued only to those students who study with funds provided from the federal and/or regional and/or local budgets.

Amounts of social scholarship payments

In Resolution No. 899 in paragraph 6 of paragraph 1, only two values ​​of the social scholarship are approved, which are differentiated depending on the level of vocational education received by students and below which one cannot fall when establishing the amount of the scholarship to be actually accrued:

  1. secondary vocational education. It includes all programs related to the training of mid-level specialists, as well as office workers and skilled workers. Students studying in any of these programs are entitled to a monthly scholarship of 730 rubles;
  2. higher education. It includes educational programs of a specialist (5 years of full-time study), master's degree (2 years of study) and bachelor's degree (4 years of study). Students who receive higher education in one of these programs are guaranteed a scholarship of 2,010 rubles for each month.

It is worth noting that Article 10 of Law of the Russian Federation No. 4520-1 of February 19, 1993, which approves state guarantees for persons who live and work in areas Far North and in the territories that are equated to them, an increase in the size of any scholarships is provided by the value of the regional coefficient. This coefficient is differentiated depending on the region. In particular for Vologda region it is 1.25; for the Altai Republic – 1.4, etc. Thus, the social stipend paid in these areas should be increased by the regional coefficient.

In addition, an educational institution may additionally provide other material incentives, but only from its own income, which is earned by the specified institution, and not received from the budget.

Who is eligible to receive a social grant?

Clause 5 of Article 36 of Law No. 273-FZ provides a large list of those persons who are entitled to this scholarship. These persons include, in particular:

  1. children who are officially recognized as orphans;
  2. children who were left without parental care;
  3. persons who, during their education, lost both parents or a parent recognized as the only one for any reason;
  4. children with disabilities;
  5. disabled students who have groups 1 and 2;
  6. persons who have become disabled as a result of military trauma;
  7. persons who served under contract in the Armed Forces of the Russian Federation, in the Ministry of Internal Affairs of the Russian Federation, in the troops of the National Guard of the Russian Federation, etc. In this case, the period of service of these persons must be at least 3 years;
  8. low-income citizens and other persons.

This list is closed. But in addition to this list, there are two more conditions that determine the right to receive a social scholarship and must be met simultaneously:

  • full-time training;
  • and at the budget department.

If the above-mentioned persons study in a paid department and (or) have an evening or correspondence course of study, then they do not have the right to count on a social scholarship. However, when assigning a social scholarship to students, there are some nuances.

Nuances of assigning a social scholarship

Law No. 273-FZ provides for a case when a social scholarship can be paid in excess of the established standards. This is established in clause 16 of the Order of the Ministry of Education and Science of the Russian Federation No. 1000 dated 08.28.13.

As for receiving scholarships for nonresident students, Law No. 273-FZ and other regulatory documents adopted in accordance with it do not establish a restriction on receiving a social scholarship based on the registration criterion. Rules for applying for a social scholarship

If parents do not receive a salary, then other documents confirming income (pensions, benefits, etc.) are submitted. The social security agency should tell you how to obtain this information. They must also provide a complete list of documents required to receive a social scholarship.

It cannot be less than the basic amount of the scholarship established by the law of the Russian Federation (for 2013 it is 2100 rubles).

The results of the examination session determine the amount of the state scholarship (except for first-year students in the first semester). For students who have excellent grades, the scholarship increases significantly (at MSU by 25%).

Procedure for paying scholarships to students:

  • If the student’s session was extended for a valid reason and he passed it on time, the scholarship is awarded as usual;
  • If a student returns from academic leave, taking into account the results of the session preceding the leave, a state scholarship is awarded;
  • The state scholarship is paid to a student who has been reinstated after expulsion for a valid reason;
  • If a student is expelled, the state scholarship is not paid from the first day of the month following the expulsion.

State social scholarship

Today it ranges from 730 to 2010 rubles. Next students are eligible for this scholarship:

  • Orphans, children without parental care;
  • Disabled people of groups I and II, disabled since childhood;
  • Disabled people and combat veterans;
  • Victims during the accident on Chernobyl nuclear power plant and as a result of other radiation disasters;
  • Children from low-income families.

The abovementioned students must provide the scholarship committee with the documents that confirm their membership in these categories.

The procedure for paying a social scholarship:

  • If a student has a debt during the examination session, the payment of the state social scholarship will resume only after its liquidation from the moment when the payment was suspended;
  • If a student is expelled, the scholarship will cease to be paid.

A social state scholarship does not exclude the student’s right to receive a state academic scholarship.

Payments to orphan students

In addition to the state social scholarship, the following payments are provided to orphan students:

  1. Providing food ( monthly payment 183 rubles);
  2. Providing clothing and shoes (annual payment 30,240 rubles);
  3. One-time cash benefit (500 rubles upon graduation);
  4. Purchase allowance stationery and textbooks (annually 6,300 rubles);
  5. Reimbursement for travel on public transport (monthly 580 rubles);
  6. Reimbursement for travel to the location permanent residence(annually);

Orphans have a priority right to move into a dormitory, where they live without paying.

The accrual of scholarships for a student on academic leave ceases until the end of the leave.

Financial assistance to students

Financial assistance is social support for students who need cash assistance for any reason serious reasons, in the form of a payment that does not depend on the student’s performance.

Financial assistance is paid to a student under the following circumstances:

  • Death of close relatives (provide a copy of the death certificate);

Other social payments to students

Also among social payments to students are:

  • , which is appointed for one semester based on the results of the faculty scholarship committee according to the following criteria:
    1. Recognition of the student as a winner of Olympiads, competitions that were held for two years before the increased scholarship was awarded;
    2. The student’s achievements in social, research, cultural, creative and sports activities (awards, grants, publications, advocacy, sports awards, participation in significant events).
  • Special State Government Scholarship Russian Federation provided for students who have proven themselves highly in educational and scientific activities (for graduate students 3,600 rubles per month, for undergraduates 1,440 rubles per month). Maternity payments to students

They pay not only to budget students, but also to commercial students. For a student studying on a budget who receives a state academic scholarship, the amount of the benefit is the same as the scholarship. Thus, the scholarship is doubled. For commercial students, the amount of the allowance should not be smaller size scholarships, which are established by law (2100 rubles).

When providing a certificate of pregnancy (up to 12 weeks), the student can count on additional benefits.

Compensation payments to students

If a student studies on a budget and is on academic leave for medical reasons, then he is assigned compensation payments.

They are paid at 50 rubles monthly, and in areas with regional coefficients, the size of the payment is set taking into account the corresponding coefficient. The actual stay of the recipient during the vacation does not affect set size payments.

Also, educational institutions can pay students additional compensation at the expense of these institutions.

Preferential travel for students

The following discounts apply to travel for students:

  • Discounts on commuter travel are available to full-time students. They are valid from September 1 to December 31 and from January 1 to June 15 inclusive. Student ID is a document for receiving benefits;
  • Since 2012-2013, students can take advantage of season tickets with a 50% discount for suburban transport;
  • 50% discount on travel in a compartment car on the top berth of long-distance trains in the Russian Federation from August 25 to December 31;

  • orphans and children left without parental care (up to 23 years old);
  • students who were exposed to radiation from the Chernobyl nuclear power plant (living in the Chernobyl zones) and the Semipalatinsk test site;
  • disabled military personnel;
  • have served under a contract for at least 3 years in the Armed Forces of the Russian Federation, the FSB of the Russian Federation, the Ministry of Internal Affairs of the Russian Federation.

It is worth considering that if for good academic performance the payment of a social scholarship is set at a threefold increase, then if there is a debt in the examination session, it may be completely suspended. Therefore, it is in the student’s interests to study well to maintain his financial situation.

With positive academic performance, even absences and tardiness cannot become grounds for deprivation of social benefits. Even C grade students who have no debts or failed tests are required to receive payments in minimum size. Moreover, termination of payments without good reason is punishable by law and the university administration may be held liable for abuse of its powers.

It is worth considering that social security may request additional documents upon request. Their list varies depending on the basis for receiving payments. This may be a certificate of disability, confirmation of registration in Chernobyl zone etc.

Social Security will review the information received within 15 days, after which it will provide the desired document for assigning payments.

After completing the certificate, all you have to do is bring the documents for the social scholarship to the dean’s office (or the university’s accounting department):

  • a document from social security that confirms the student’s right to financial support;
  • application for assignment of payments addressed to the rector or dean;
  • Personal account details (passbook) for monthly money transfers.

Each university has its own rules for receiving scholarships. But usually the dean’s office requires that the certificate be dated September current year and are accepting applications from students until the end of the month.
