Safe work for hotel workers

A modern hotel is a complex business. It is equipped with a large number of different equipment and property, has dozens of technical services, departments and divisions. It employs a significant number of service personnel with a round-the-clock work cycle and a continuous change of residents. All these factors require strict compliance with labor safety rules and regulations.

Labor protection requirements contained in the Intersectoral Rules for Labor Protection when Providing hotel services(hereinafter referred to as the Rules) aimed at ensuring healthy and safe conditions labor of operating hotels and apply to all employers, regardless of their organizational, legal forms and forms of ownership.

Persons guilty of violating the requirements of these Rules will be held accountable in accordance with the law.

Occupational safety and health management in a hotel is carried out by its head; in the structural divisions of the hotel - by the heads of structural divisions.

In order to prevent industrial injuries and occupational diseases, improve conditions and labor protection of workers in hotels, we are developing and implementing occupational safety action plans.

Periodic monitoring of compliance with labor protection legislation in hotels is carried out: daily, monthly and quarterly.

For the safety of hotel workers, residents and visitors:

· building structures, utility networks of hotel buildings and structures must be operated in accordance with the requirements of technical regulatory legal acts;


· technical operation of buildings must be carried out in accordance with design, operational and other documentation drawn up in in the prescribed manner;

· in progress technical operation hotel buildings must comply with the requirements of the TCP “Technical operation of residential and public buildings and structures. Procedure" (TCP 45-1.04-14-2, approved by order of the Ministry of Architecture and Construction of the Republic of Belarus dated 01.01.01 No. 000;

· During operation, re-equipment and redevelopment of hotel buildings (premises) are not allowed, leading to damage to strength or destruction load-bearing structures buildings, violation fire safety standards and rules, violations in the operation of engineering systems and (or) equipment installed in them, deterioration in the safety and appearance of facades;

Operation of various systems

Every year, hotels should carry out activities related to preparation for operation in the autumn-winter period internal systems heat supply, heating, ventilation, air conditioning systems. All of them must be prepared in accordance with the requirements of technical regulatory legal acts for their design.

The heating system of hotel buildings must be operated in compliance with the following requirements:

– instrumentation, control and shut-off valves must be in good condition;

– the thermal insulation of pipelines in the premises must be intact.

Heating, ventilation, and air conditioning systems must be serviced by workers who have the appropriate profession and have undergone training in the prescribed manner safe methods and work methods (hereinafter referred to as service personnel).

Maintenance personnel must monitor the operation of heating systems (within heating season), ventilation and air conditioning, timely troubleshooting. Detected malfunctions must be recorded in the appropriate journal, followed by the date of their elimination, the type of work performed and the names of those working to eliminate the malfunctions (carry out repairs).

Personnel servicing ventilation systems must:

- make sure that they are not clogged and mechanical damage;

– clean dirty air ducts only when the fan is stopped;

Garbage chutes in hotels are located in stairwells or in separate rooms. Garbage chutes are not permitted in workers' rest areas.

The doors (inspections) at the top of the garbage chutes must be locked to prevent them from opening when the garbage catches fire.

Loading valves and the areas in which they are located must be kept clean.

When operating waste disposal systems, you must:

– monitor the integrity and tightness of closing the garbage chute lids;

– regularly lubricate the moving parts of waste collection valves.

Disposal of debris into the loading valve should be done in small portions. Large pieces of debris must be crushed to allow free passage through the loading valve. Before throwing into the garbage chute, small and dusty garbage should be wrapped in small bags that fit freely in the loading bucket.

In the event of blockages or malfunctions of the garbage chute, you must immediately notify the dispatcher, the person responsible for operating the waste disposal systems, or an official and temporarily stop using the garbage chute until the malfunction is eliminated.

Removal of loading valves and their repair should only be carried out by persons responsible for the operation of waste disposal systems.

Cleaning of the garbage chute barrel should be carried out by inspecting the upper part of the barrel by lowering a special weight on a cable, as well as through the openings of the loading valves when removing their moving parts.

To protect workers from injury from falling heavy objects, the gate at the bottom of the shaft should be closed while changing garbage bins and emptying the hopper.

Maintenance of centralized vacuum dust removal systems (hereinafter referred to as CVP) must be carried out by persons who have the appropriate profession (position), who have been duly trained in safe methods and techniques of work, who know the mechanical and electrical parts of the system and remote control of its operation.

Due to the fine dispersion of dust, it should not be allowed to fly away or spill onto the floor surface. It should be placed in tight bags for removal to waste disposal sites.

Operation of electrical equipment

Installation of new equipment, major repairs and modernization of existing electrical equipment must be carried out in accordance with the design documentation.

Workers servicing electrical equipment(hereinafter referred to as electrical technical personnel), are obliged:

– ensure normal, trouble-free operation of all electrical receivers in accordance with the project and the requirements of the relevant regulatory legal acts, including technical regulatory legal acts, as well as the designed levels of illumination in all rooms of the hotel and its territory;

– replace faulty electrical equipment;

– carry out periodic inspections of electrical equipment.

Hotel workers should be aware of the possibility of injury electric shock, safety measures and measures to provide first aid to someone under voltage.

Guests staying in the rooms must be warned about the prohibition of using electric heating devices in the rooms, with the exception of electrical personal hygiene appliances (electric razor, electric massager, electric hair curlers, etc.).

The working surface of the ironing table must be made of insulating materials (wood, heat-resistant plastic, etc.). The table must be positioned so that the person using the iron cannot simultaneously touch the body of the iron and grounded parts of the equipment or conductive structures or surfaces. Washing, drying, drying and ironing machines, ironing press, centrifuge, elevator must be equipped with mechanical and electrical interlocks that prevent the electric motor from starting when hatches, doors or fences are open.

The serviceability of interlocks must be checked before the start of each shift.

The number of electrical personnel performing repairs, cleaning and inspection of electrical installations is determined by the person responsible for electrical equipment.

Personnel with an electrical safety group below III are prohibited from single-handedly carrying out work related to access to live parts of equipment.

Exploitation lamps without protective glass, lenses or grilles provided for by the design is not allowed.

Equipment operation

Operation of equipment used in hotels must be carried out in accordance with the requirements of the operating documentation of manufacturing organizations, regulatory legal acts, including technical regulatory legal acts.

Operation of equipment without fencing devices, safety devices, interlocks, alarm systems and other means of collective protection provided by the design is not permitted.

The placement and operation of equipment in premises and workplaces should not pose a danger to workers.

The equipment should not have sharp corners, edges or uneven surfaces that pose a danger to workers.

All moving, rotating and protruding parts of equipment and auxiliary mechanisms must have protective guards to prevent the possibility of injury to workers.

Opening doors, covers, equipment panels must have devices that prevent their accidental removal and opening.

Guards that open upward must be locked in the open position.

Fences that, due to operating conditions, do not require frequent removal should be dismantled only with the help of metalwork tools.

A fence that is periodically opened manually must be painted on the inside in a signal color.

Auxiliary operations (cleaning, lubrication, cleaning, changing tools and devices, adjusting guards, safety and braking devices and the like), as well as equipment maintenance and repair work must be carried out with the equipment turned off. 1. BASIC PROVISIONS GENERAL INSTRUCTIONS

1.1. The task of technical operation of the hotel stock is to ensure the good condition of structures, parts of buildings and engineering equipment of hotels for their uninterrupted operation within the standard service life, timely implementation of scheduled maintenance, ensuring proper improvement and sanitary condition of the building and the adjacent area.

Technical operation of the hotel fund includes Maintenance and all types of repairs.

Costs for the maintenance and repair of hotels must be planned within the established standards, taking into account their technical condition (see Appendices 16, 17).

1.2. The rules for the technical operation of hotels and their equipment are mandatory for all organizations of executive committees of local Soviets of People's Deputies, ministries, departments, enterprises, and institutions that have jurisdiction over the hotel fund on the territory of the RSFSR.

1.3. Knowledge and compliance with these Rules in practice is mandatory for all workers involved in the technical operation and repair of hotel buildings and their engineering equipment.

Managers responsible for the technical operation of hotels are obliged to ensure the study and testing of knowledge of the rules and regulations of higher organizations and local Councils of People's Deputies on the technical operation of the hotel fund by employees under their subordination.

1.4. The following categories of engineering and technical workers are required to study the rules and pass exams on them:

a) heads of housing and communal services departments of the region (region) of the city executive committees and ministries of housing and communal services of the Autonomous Soviet Socialist Republic, engineering and technical workers of utility enterprises, responsible for organizing the technical operation of the hotel stock, planning and economic activities of hotels;

b) managers, chief engineers (engineers) of hotel associations, engineering and technical workers involved in organizing the technical operation of the hotel stock, planning and accounting for the economic activities of the hotel industry;

c) heads, chief engineers (engineers) and technicians of departments of ministries, departments, enterprises, organizations, institutions involved in the technical operation of the hotel fund.

Engineering and technical workers who are responsible for the operation of engineering equipment, the maintenance of hotel buildings and adjacent territories, engineering and technical workers of specialized organizations for the operation and repair of hotel facilities, as well as all workers must study and pass exams on these Rules to the extent of their specialties.

1.5. Acceptance of examinations for working and newly hired engineering and technical workers, and workers in the scope of these Rules, as well as special instructions related to the operation of the hotel fund, is carried out by a qualification commission, the composition of which is established by order of the head of the hotel or a higher organization.

New applicants must pass exams within three months. An employee who passes the exams is issued a corresponding certificate.

Hotel workers must take the repeat exams, and according to these Rules - after 2 years.

1.6. Administrations, associations of hotels, public service plants with hotel stock in areas with special conditions(with subsidence soils, mine workings, seismic impacts and permafrost), the following work must be performed:

to conduct observations of the technical condition of buildings and engineering equipment during their operation;

to prevent and eliminate damage to buildings from the effects of subsidence during soaking of subsidence soils, collapse of the roof of mine workings, thawing of permafrost soils and the action of seismic forces;

to eliminate the consequences of damage that has already occurred in the zones of influence of these impacts in accordance with the “Rules and. standards of technical operation of the housing stock" (M., Stroyizdat, 1974).

1.7. For violation of these Rules, those responsible will be held accountable in the prescribed manner.

1.8. Responsibility for the implementation of these Rules rests with the heads of operating organizations 1) .

1) Management, associations of the hotel industry, municipal enterprises, as well as hotels, are hereinafter referred to as “Operating organizations”.

HOTEL MANAGEMENT

1.9. The hotel fund is subordinate to the executive committees of local Soviets of People's Deputies.

1.10. The hotel (departmental) fund of enterprises, organizations and institutions is subordinate to them.

1.11. Hotels in their activities are guided by the rules, regulations, instructions, orders and circulars developed and approved by the Ministry of Housing and Communal Services of the RSFSR. The Ministry reviews technical documentation for the construction and reconstruction of hotels (except for Moscow and Leningrad), ensures the allocation of funds for materials and equipment, and provides technical assistance in the operation of hotels.

To manage the work of the hotel industry of the RSFSR, within the Main Directorate of Public Utilities Enterprises (GUPKO) of the ministry, a “Hotel Management Department” was created, which exercises control over issues related to the operation of the hotel fund, and a “Department of Design, Construction and New Equipment”, which is entrusted with improving the design, construction and implementation of new equipment in the hotel industry.

Notes: 1. Organization of reception, accommodation and service of citizens in hotels located in the regions Far North and equivalent areas is regulated by rules and regulations common to all hotels. Payment for the use of places in these hotels has been increased by 30%.

2. When receiving foreign tourists in communal hotels, one should be guided by the rules for the reception and service of foreign tourists in hotels, motels and campsites on the territory of the USSR of the State Committee for Foreign Tourism under the Council of Ministers of the USSR.

1.12. The executive committees of local Councils of People's Deputies and their municipal bodies exercise control over the technical operation of the hotel fund of local Councils, as well as other enterprises, institutions and organizations located in. their subordination.

1.13. Management of the operation of hotels of local Soviets is carried out depending on local conditions: the Office of High-Rise Buildings and Hotels of the Moscow City Executive Committee (Moscow), the Office of Hotels of the Leningrad City Executive Committee (Leningrad), associations (industrial associations) of the hotel industry of cities, regions and republics, municipal enterprises ( regional centers and workers' settlements), production trusts under the housing and communal services departments of regional executive committees and the housing and communal services ministries of the autonomous republics.

Directorates, associations (together with the city municipal housing and communal services) and factories control the scope of capital repairs and improvement of hotels, contribute to the provision of these works with design documentation, and carry out supervision and control over the technical operation of hotels.

Departments, associations of the hotel industry and municipal enterprises develop organizational and technical measures for the introduction of new technology and scientific organization of labor in the hotel industry, ensure the development, production and implementation of new equipment, mechanisms, inventory and monitor the implementation of organizational and technical measures by hotels, organize control over economic activity hotels, participate in personnel training, and organize social competitions.

The plant of public utility enterprises unites, in addition to enterprises and organizations of public utilities and external improvement, also hotels and is their legal entity. He provides general management and carries out activities to improve work, maintains quantitative and qualitative records of the existing hotel stock, reviews and approves quarterly and annual plans.

1.14. The technical operation of hotels is carried out by service personnel and staff of hotel workers with the involvement of relevant specialized organizations on a contractual basis.

1.15. The hotel management scheme is built depending on its capacity, category and composition: premises and equipment. If a hotel has several buildings, management is carried out by a joint directorate, and in each individual building there is a manager of a hotel building (branch), who carries out general management and is the financially responsible person.

The administrative, managerial and service personnel are staffed in accordance with the current standard staffing levels and standards. The hotel director in his activities is guided by the “Regulations on the work of the hotel director”, the standard hotel charter and documents of higher organizations, and the hotel staff - by standard job descriptions for each category of workers.

HOTEL ACCEPTANCE PROCEDURE

Acceptance into operation of newly constructed hotel buildings

1.16. Acceptance into operation of hotel complexes and individual buildings and structures should be carried out in accordance with the requirements of the chapter of SNiP on the main provisions for the acceptance into operation of completed construction projects.

1.17. When accepting hotels for operation, it is necessary to appoint a responsible representative of the operating organization to participate in the work of the State Acceptance Commission.

1.18. Before the hotel is put into operation, engineering and technical workers must be appointed at least a month in advance and maintenance personnel must be appointed at least two weeks in advance.

Employees of the relevant operation services, at least two weeks before the opening of the hotel, are required to study the documentation for the construction of buildings and check the quality of the work performed.

To set up engineering equipment, the operating organization enters into an agreement with a specialized organization and makes payment after completing the entire scope commissioning work that must be completed before the hotel is put into operation.

1.19. Hotels put into operation must comply with the design and requirements of the SNiP chapter on hotel design standards.

A representative of the operating organization must pay attention to the quality of construction and installation work; reliability of connections of sanitary, electrical networks and other elements of engineering equipment; for access to the most vulnerable areas of structures and equipment for inspection and repair; effectiveness of action drainage systems and waterproofing of the buried parts of the building, yard drains, the quality of landscaping, especially filling the foundation cavities and constructing blind areas around the building; for the availability of as-built documentation, including for hidden structures of the building and for all types of engineering equipment.

1.20. Engineering equipment: water supply, sewerage; hot water supply, central heating, ventilation, air conditioning system, low-current devices (television, radio, alarm, clock, telephone), gas supply, electrical equipment, elevators and garbage chutes are tested in working order in accordance with clause 1.30.

Acceptance of newly built swimming pools and laundries at hotels must be carried out in accordance with the “Rules for the technical operation of bathhouses and laundries” (M., Stroyizdat, 1979).

1.21. At the request of the operating organization, working commission or State Commission Additional tests may be carried out before the hotel is accepted into operation. individual designs and engineering equipment in order to determine their performance qualities.

1.22. Deficiencies discovered by the working commission as a result of inspection or instrumental tests are eliminated by the contractor within the time frame appointed by the commission.

The working commission, with the participation of the operating organization, prepares a summary conclusion on the readiness of individual objects for acceptance into operation by the State Acceptance Commission as a whole.

1.23. Commissioning of hotels with imperfections is not allowed, with the exception of landscaping work, which, if necessary, can be postponed to the next planting period.

1.24. The operating organization accepts the newly commissioned hotel on its balance sheet and is responsible for its operation after approval of the act of the State Commission.

The technical documentation for the constructed hotel and the approved act of the State Acceptance Commission for the acceptance of the hotel into operation must be transferred in one copy to the operating organization. The specified documentation is stored in operating organizations with strict reporting documents.

Note. The size of the premises of the building being accepted must be determined on the basis of the inventory plan drawn up by the Bureau of Technical Inventory.

Acceptance of capitally renovated hotels into operation

1.25. Capitally renovated hotels can be put into operation after completion of all work provided for by the project and estimates for the repair of the building as a whole or its individual parts, as well as work on landscaping the site and connecting all internal communications to existing external networks.

Acceptance of work with deficiencies or letters of guarantee the elimination of deficiencies is not allowed (with the exception of work on landscaping courtyard areas, which cannot be carried out in winter time); in this case, unfinished work must be completed in the next autumn or spring.

1.26. Acceptance into operation of overhauled hotels (regardless of departmental affiliation), as well as after their reconstruction, is carried out by the State Acceptance Commission consisting of responsible representatives: bodies of the State Construction Control Authority, operating organization, contractor, design organization, State Fire Inspection, State Sanitary Inspectorate, State Mining and Technical Supervision, executive committees of local Councils of People's Deputies and other interested organizations.

1.27. Before the convening of the State Acceptance Commission, a working commission is appointed under the chairmanship of a responsible representative of the customer, the head or chief engineer of the operating organization, consisting of heads of technical services, representatives of contracting and subcontracting organizations, as well as workers carrying out technical and architectural supervision in the process of major repairs or reconstruction of the hotel.

The working commission is appointed after receiving written notification from the contractor that the facility is ready for commissioning.

Based on the results of the work, an act of the working commission is drawn up.

1.28. The state commission for acceptance of a completed hotel renovation is convened by the chairman of the commission on the basis of a certificate from the chairman of the working commission on the elimination of defects and deficiencies noted in the report of the working commission.

1.29. The State Acceptance Commission must receive from the contractor the documents for acceptance of the building listed in the “Technical instructions for the production and acceptance of general construction and special work during major repairs of residential and public buildings” (M., Stroyizdat, 1976).

1.30. Tests of engineering equipment (see clause 1.20) are carried out before preliminary acceptance of the hotel by the working commission in working condition in accordance with the requirements of the Technical Instructions given in clause 1.29. The quality of the work required for major repairs is checked, including thermal insulation and identification painting in accordance with GOST 14202-69.

Based on the tests, a corresponding report is drawn up. If there are no defects, a preliminary assessment of repairs and recommendations for acceptance of engineering equipment into operation are given.

If defects are detected, the repair is considered incomplete until they are eliminated.

The final assessment of the quality of major repairs of equipment or systems is given after operating them under load for one month.

1.31. Acceptance by the State Acceptance Commission of completed hotel renovation work begins with familiarization with the technical documentation for the building being repaired, with acceptance certificates for hidden work, repair work or installation of new engineering systems and equipment (central heating, water supply, sewerage, elevators, gas equipment, ventilation, etc.) and a work log. After reviewing the documentation, the State Acceptance Commission inspects the work performed in situ and, if necessary, opens or tests the structures.

1.32. When accepting a capitally renovated building into operation, you must pay attention to:

compliance of the work performed with the approved technical documentation; the quality of these works;

protection of buildings and its individual parts and structures from atmospheric, ground and operational moisture;

reliability of engineering equipment;

completion of works on landscaping and landscaping of the site, provision of drainage surface waters from the building.

1.33. Acceptance of completed work is formalized by an act drawn up in triplicate, of which the first with the relevant attachments is stored in the operating organization, the second in the contracting organization and the third in the higher organization. When acceptance is carried out by the State Commission with the participation of the State Architecture and Construction Control, the third copy of the act remains with him.

Based on the data of the acceptance certificate, the operating organization makes the appropriate notes in the technical passport for the hotel and land plot indicating the scope of work performed and their cost.

1.34. As-built technical documentation for a hotel overhaul in one copy must be transferred to the operating organization and stored along with strict reporting documents.

After a major overhaul, before the start of operation of the hotel, its technical inventory must be carried out.

Acceptance of hotel facilities upon change of management

1.35. When appointing or replacing a director, chief engineer (engineer), or manager of a hotel building, the technical condition of the hotel is inspected and checked, as well as the amenities elements on the balance sheet of the operating organization.

The nature and procedure for the inspection of each building, its parts, equipment and landscaping elements of the area adjacent to the hotel, when transferring the property from one official to another, is established the same as during the next inspection (clauses 1.40-1.50).

1.36. The hotel acceptance committee includes:

representative of a higher organization (chairman);

newly appointed official;

an official being released from work;

chairman of the trade union organization;

chief accountant (accountant) of the hotel.

When accepting individual hotel buildings, the chairman of the commission is the manager or chief engineer of the hotel, the members of the commission are the above persons.

1.37. The technical documentation for the transfer of hotel management from one manager to another includes:

act of the State Commission (with all attachments) on acceptance of the hotel building into operation, utility networks and equipment;

site plan with buildings and structures located on the territory of the hotel (building);

floor-by-floor: plans and sections of buildings and structures;

drawings of yard and internal networks of water supply, sewerage, central heating, heat, gas, and electricity, etc.;

Boiler management passport, boiler books;

passports for elevators;

projects, estimates, lists of defects for repair work, acceptance certificates for completed repair work and other documents for the repair of buildings;

technical passports for the hotel and land plots.

1.38. In the absence of technical documentation specified in clause 1.37, the new official is obliged to take measures to obtain, restore or compile the missing documents.

1.39. The act of handing over and acceptance of hotel facilities from one official to another (see Appendix 1) is approved by the head of a higher organization no later than ten days from the date of its preparation.
